Top defense and foreign affairs officials from Japan and the Philippines are set to meet in Manila next month to strengthen strategic ties and address regional concerns, as reported by the Philippine Department of Foreign Affairs on Friday. The meetings on July 8 will involve Japanese Foreign Minister Kamikawa Yoko and Defense Minister Kihara Minoru, alongside their Philippine counterparts.
The agenda of the meetings has not been fully disclosed, but officials from both countries, speaking anonymously to The Associated Press, indicated efforts are underway to finalize a significant defense pact during the discussions. This pact, if signed, aims to enhance defense cooperation and facilitate joint military exercises, reflecting mutual concerns over China's assertiveness in the South China Sea.
Japanese Prime Minister Fumio Kishida, during his visit to Manila last year, initiated negotiations for a reciprocal access agreement with Philippine President Ferdinand Marcos. This agreement would allow troops from each country to conduct military exercises on each other's soil, bolstering their alliance amid growing regional tensions.

Last year, Kishida also announced Japan's commitment to provide a coastal surveillance radar to the Philippines under a security assistance program, marking the first such aid to a Southeast Asian nation. Japan has additionally supplied patrol vessels and defense equipment to help enhance the Philippines' maritime law enforcement capabilities in disputed waters.
Tensions have escalated in the South China Sea, where Chinese and Philippine coast guard and navy vessels have clashed over territorial disputes. A recent incident at Second Thomas Shoal saw Chinese coast guard personnel reportedly ramming and damaging Philippine navy vessels, resulting in injuries and the seizure of military equipment. The Philippines has lodged strong protests against China's actions, demanding compensation and the return of seized rifles.
Japan, alongside the United States and other allies, has expressed concern over these confrontations, condemning actions that obstruct freedom of navigation and heighten regional tensions. The United States has reiterated its commitment to defend the Philippines under their Mutual Defense Treaty in the event of armed attacks, including in the South China Sea.
The incidents underscore ongoing geopolitical tensions in the region, with Japan and the Philippines seeking to strengthen their defense cooperation as a countermeasure to China's increasing assertiveness in maritime territories.
