The UAE is set to become a global chemical hub as TA’ZIZ, a joint venture between ADNOC and ADQ, awards a AED7.34 billion ($1.99 billion) EPC contract to China National Chemical Engineering & Construction Corporation Seven, Ltd. (CC7). The project will bring the country’s first integrated single-site PVC production complex to life in Ruwais, marking one of the three largest such facilities worldwide.
A Strategic Industrial Milestone
This ambitious plant will produce 1.9 million tonnes per year of PVC, ethylene dichloride (EDC), vinyl chloride monomer (VCM), and caustic soda. These chemicals are essential to sectors including construction, packaging, infrastructure, and healthcare, meeting both domestic and international demand.
The complex is a cornerstone of TA’ZIZ’s broader Phase 1 ecosystem, which spans 4.7 million tonnes per annum of chemical production. Alongside recent ammonia and methanol facility contracts, this project solidifies the UAE’s position as a leading chemical producer in the GCC.
Massive Economic and Employment Impact
Beyond production, the PVC plant will stimulate local manufacturing and downstream industries, creating new value chains within the UAE. Once operational, the plant is projected to generate 6,000 permanent jobs and 20,000 construction roles during its development. Its output alone could make water pipes for 10 million homes annually or produce over 100 billion credit cards each year.
Transforming the UAE’s Industrial Landscape
The first phase of TA’ZIZ is expected to contribute AED183 billion ($50 billion) to the UAE economy, offering a significant boost to industrial resilience. The facility exemplifies the nation’s push to localize critical chemical production and attract high-value investments, reinforcing its long-term economic diversification strategy.
With completion targeted for late 2028, the Ruwais PVC complex is poised to be a game-changer for the UAE’s chemical industry, combining scale, innovation, and strategic economic impact.
