In a historic decision in 1973, Vietnamese diplomat Le Duc Tho refused the Nobel Peace Prize, a rare act that drew global attention. Tho and then-US Secretary of State Henry Kissinger were jointly awarded the prize for negotiating a ceasefire in Vietnam, following the signing of the Paris Agreement. However, Tho argued that true peace had not been achieved in South Vietnam, as key terms of the agreement were being violated.
Le Duc Tho’s refusal reflected his firm conviction that peace must be genuine and enforceable. In a formal letter to the Nobel Committee, Tho stated that he could only accept the prize once the Paris Agreement was fully respected, the arms were silenced, and real peace was established. This decision emphasized his principle that recognition of peace must follow actual peace on the ground, not just diplomatic agreements.
The diplomat criticized the United States and the Saigon administration for continuing acts of war despite the ceasefire. “During the last 18 years, the United States undertook a war of aggression against Vietnam. The Vietnamese people have waged a heroic struggle against US aggression for independence and freedom,” Tho wrote. He highlighted that progressive humanity supported Vietnam’s fight for sovereignty, underscoring the moral and ethical dimension behind his refusal.
Le Duc Tho also criticized Kissinger’s approach, noting that realpolitik was incompatible with a democratic society. He argued that the ends could not justify unpalatable means when it came to establishing peace. Tho maintained that peace must benefit the people who lived through conflict, not merely serve political interests or public relations.
Decades later, Tho reiterated that the Nobel Committee had erred in awarding the prize jointly. He clarified that those who fought for peace in Vietnam deserved recognition, not foreign negotiators whose actions continued to violate the ceasefire. Tho stated that he would consider accepting the prize only if it was awarded exclusively to him, emphasizing the principle of rightful acknowledgment.
Le Duc Tho’s historic refusal remains one of the most notable moments in the history of the Nobel Peace Prize. His decision highlighted the complexities of awarding peace accolades amidst ongoing conflict and underscored the importance of genuine, enforceable agreements. The story of Tho serves as a reminder that peace is not just symbolic but requires tangible actions on the ground to truly honor those who fought for it.
