Dubai has proudly climbed to the 4th position in the IMD Smart City Index 2025, making it the top-ranked city in the GCC, the Arab world, and across Asia. This is a major step forward in Dubai’s journey to becoming one of the smartest and most advanced cities in the world. The improvement by eight places in the global ranking shows how well the city is using modern technology to make life easier and better for its people.
People in Dubai are highly satisfied with many digital services. Most residents say they are happy with how easy it is to book doctor visits online, how fast and reliable the internet is, and how smoothly they can get important documents through online systems. Residents have also praised the city’s healthcare quality, clean green parks, recycling systems, and cultural events. Dubai showed progress in 16 out of 20 key smart areas and improved across all major parts of digital planning, proving its strong commitment to becoming smarter and more people-friendly.
The IMD Smart City Index is created by the IMD World Competitiveness Center and is one of the most respected tools used to measure how cities use technology to improve people’s lives. It is based on what residents say about how they feel living in their city, and it looks at areas like healthcare, transport, job chances, city services, and daily activities.
Mattar Al Tayer, the head of Dubai’s Roads and Transport Authority, said that reaching the 4th spot is the result of strong teamwork between government offices and private businesses. He said that Dubai has worked hard to bring smart tools and services to its people and to make life easier, happier, and more comfortable. Dubai’s transport sector did even better than cities like Zurich, Oslo, and Geneva, especially in services like car-sharing, smart parking, and bicycle rentals.

He also shared that the Roads and Transport Authority has used new digital systems and tools to reduce traffic and improve the flow of cars on the road. They are working on a big plan to have 25 percent of all travel in the city become driverless by the year 2030. They have also started a detailed digital plan with more than 80 smart projects and a budget of AED 1.6 billion to improve services and systems further.
Dubai Police Chief Abdullah Khalifa Al Marri said this recognition shows how quickly Dubai is growing in using smart technology and keeping the city safe. He said the police will continue creating new, smart ways to protect people and make sure the city stays peaceful and secure.
Hessa bint Essa Buhumaid from the Community Development Authority said this success reflects Dubai’s focus on making life better for all people. She said the city is using smart solutions to help people of all backgrounds live well and access all services easily.
Hamad Obaid Al Mansoori, the head of Digital Dubai, said this achievement shows how smart services are truly making a difference in people’s everyday lives. He thanked all the teams who helped and said that Dubai will keep working hard to do even better in the future. He said the city will continue using modern tools to grow the economy, help businesses, and make life simple and smooth for everyone.
Hala Badri, who leads Dubai Culture, said the city’s digital success is thanks to the clear vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum. She said Dubai is now seen around the world as a model city, combining smart technology with culture and creativity. Dubai Culture is using these smart tools to support artists, creative people, and small business owners so they can grow and serve the community.
This award is a big moment in the journey of Dubai’s Digital Strategy, which aims to bring smart services into every part of life and to make Dubai one of the top three cities in the world to live and work. This plan puts people first and uses smart tools to bring more comfort, opportunity, and joy to everyone living in Dubai.
The Smart City Index is not just about numbers. It is based on what real people say about their lives and how well the city serves them. This matches Dubai’s dream — to become the best place in the world to live, where smart ideas make daily life better, easier, and happier for all.
