The Ministry of Higher Education and Scientific Research (MoHESR) in the UAE has recently issued a significant new decision aimed at strengthening practical training programmes in higher education institutions (HEIs). The Ministry released Ministerial Resolution No. (173) of 2025, which sets a unified regulatory framework to govern and improve practical training across all universities and colleges in the country. This step is designed to ensure that students gain practical skills that match the needs of the labour market and the broader goals of the UAE’s national development.
The decision is a major step towards enhancing the quality and effectiveness of higher education, making it more aligned with the requirements of the workforce and helping students prepare for real-world challenges.

Integrated Governance for Practical Training
The new resolution introduces an integrated governance system that ensures practical training programmes are conducted in a structured and transparent way. This system focuses on aligning practical training with the UAE’s national development priorities, guaranteeing that students are not only learning theory but also applying it in real work environments.
By improving governance, the Ministry aims to boost accountability, transparency, and quality across all practical training programmes. The system also encourages higher education institutions to develop better partnerships with training providers in both the public and private sectors.

Dr. Mohammed Al Mualla, Undersecretary of MoHESR, emphasized that the new resolution reflects the Ministry’s commitment to advancing practical training in the UAE. He said that these programmes are essential for equipping students with the skills needed to succeed and innovate in the workforce.
Dr. Al Mualla explained, “Practical training bridges the gap between theory and real-world experience. It ensures that students can apply what they learn in the classroom to actual work settings, preparing them to be productive and creative professionals in the future.”
He added that the resolution ensures structured, hands-on training while maintaining high standards of quality and safety. It guarantees that all training programmes will be supervised by experienced professionals, both at universities and at external training provider sites.

The resolution requires HEIs to develop clear and comprehensive training plans. Universities and colleges must formalize agreements with external training providers and establish clear guidelines on how training programmes should be conducted.

Conducting interim and final assessments to evaluate student learning and skill development.
Performing field visits to training sites to ensure compliance with standards and safety regulations.
Maintaining detailed records of student participation and progress.
Submitting comprehensive reports to the Ministry and implementing strong oversight mechanisms.
