The U.S. government, under the Trump administration, has proposed a major plan to expand offshore oil and gas drilling along the coasts of California, Florida, and Alaska. The draft blueprint, released on Thursday, aims to open new areas for exploration and potentially increase domestic energy production. This proposal marks a dramatic change from the previous Biden-era plan, which had only scheduled three offshore lease auctions from 2024 to 2029.
The plan includes up to 34 lease sales: 21 off the coast of Alaska, six along the Pacific Coast, and seven in the Gulf of Mexico, including areas near Florida and Alabama that have been closed to drilling for decades. Republican leaders in some southern states have historically opposed drilling in sensitive coastal areas due to concerns about oil spills affecting tourism, fishing, and local economies.
Interior Secretary Doug Burgum defended the proposal, saying it would strengthen the U.S. offshore industry, preserve jobs, and maintain long-term energy dominance. Industry groups, such as the American Petroleum Institute, welcomed the plan as historic, while environmental organizations strongly opposed it, calling it reckless and harmful to the environment.
Some specific areas targeted in the plan include Alaska’s Beaufort Sea, Cook Inlet, and Chukchi Sea, along with a new section in the high Arctic, roughly 200 miles north of the Alaska coast, which has never been drilled before. Environmental groups have expressed concern about the fragile ecosystems in these regions.
Before being finalized, the plan will undergo months of public comment and review. Officials have already removed the East Coast from the draft proposal after opposition from southeast Republican lawmakers. Analysts note that the current draft is an early, broad step, and the final plan may be scaled back.
Market reactions have been mixed. Shares of major offshore drilling companies, such as Transocean Ltd., dropped 3.1% in New York, reflecting investor concerns over global crude oversupply despite the expansion of U.S. drilling.
Opponents on the West Coast, including California Governor Gavin Newsom, have strongly criticized the proposal. Environmental groups warn that offshore drilling increases the risk of catastrophic oil spills and threatens coastal communities and marine life. The plan is expected to face legal challenges and significant public debate before any drilling rights are sold.
