Queen Victoria, the iconic 19th-century British monarch, was at the center of one of the largest drug empires in history, according to historian Sam Kelly. In his book Human History On Drugs, Kelly reveals that Queen Victoria’s opium trade “made Escobar and El Chapo look like low-level street dealers.” The British Empire’s opium exports under Victoria’s reign became a massive source of revenue, funding much of the empire’s operations.
Queen Victoria herself was an avid user of pharmaceuticals. She regularly consumed opium in the form of laudanum, a mixture of opium and alcohol, and also used cocaine, cannabis, and chloroform for medicinal purposes. Kelly notes, “Queen Victoria drank a big swig of laudanum every morning” and relied on cannabis to ease menstrual discomfort. Cocaine, legal at the time, provided her with energy and self-confidence, while chloroform was used during childbirth.
The queen’s personal indulgence mirrored the empire’s commercial interests. Upon ascending the throne in 1837, Queen Victoria inherited Britain’s dependency on Chinese tea, which drained silver reserves. The empire turned to opium cultivated in British-controlled India to reverse trade deficits. The opium trade grew rapidly, accounting for 15–20% of the British Empire’s annual revenue.
Efforts by Chinese official Lin Zexu to halt the opium imports were ignored, prompting the First Opium War in 1839. Britain’s victory forced China to cede Hong Kong, open ports to British trade, and grant legal immunity to British citizens. For Queen Victoria, the opium trade was both a personal and imperial triumph, expanding British influence while generating immense profits.
Interestingly, while Queen Victoria was happy to sell opium worldwide, she refused to export her cocaine. Kelly explains, “She was happy to sell them all the opium in the world, but they'd better not touch her cocaine.”
Queen Victoria’s opium empire remains a striking example of how personal indulgence and imperial ambition intersected, shaping global trade, colonial policy, and the history of narcotics. Her legacy as a ruler is inseparable from her role in one of the most controversial and profitable drug trades in history.
