Puerto Rico is reeling after the fatal shooting of a young U.S. tourist early Sunday in La Perla, a coastal community in San Juan known for its vibrant culture but also its troubled history with crime.
Authorities identified the victim as 25-year-old Kevin Mares, a New York resident who had traveled to Puerto Rico with friends to attend one of reggaeton superstar Bad Bunny’s 30 scheduled concerts on the island. His visit ended in tragedy when he became an unintended victim of gun violence in one of Puerto Rico’s most famous — and sometimes infamous — neighborhoods.
Police said the shooting occurred in the predawn hours at a local nightspot called Shelter for Mistreated Men, located within La Perla. According to Sgt. Arnaldo Ruiz, a homicide detective on the case, the violence began when several people near Mares got into an argument. One of the individuals pulled out a firearm and opened fire, hitting at least three people.
Mares, who Ruiz stressed was an innocent bystander, was shot in the left side of his abdomen. He was rushed to Puerto Rico’s largest public hospital but died from his injuries. Two other men, both residents of La Perla, were injured and remain hospitalized.

Police have not yet determined the cause of the argument or identified the shooter, and they report having “very little information” to go on. Mares’ three friends, also from New York, have spoken with authorities but were not harmed in the incident.
La Perla sits on the edge of San Juan’s historic district, Old San Juan, and is home to a tight-knit community of a couple hundred residents. For decades, it had a reputation as Puerto Rico’s largest hub for heroin distribution and was plagued by high levels of violence.
In the past, even police officers would avoid entering the area, and visitors were warned away. Signs once greeted outsiders with stark messages: “Not open to visitors. Do not enter.”
That began to change after a massive federal raid in 2011, which saw hundreds of agents storm the neighborhood and arrest dozens of individuals. Violence declined, and La Perla began to shed some of its dangerous image.
The turning point in public perception came in 2017 when Puerto Rican music icons Luis Fonsi and Daddy Yankee showcased La Perla in their record-breaking hit “Despacito”. The colorful streets and ocean views became instantly recognizable to millions worldwide, boosting tourism.
However, as Sunday’s shooting tragically illustrates, isolated violence remains a risk.
This is not the first time visitors to La Perla have been harmed. In February 2023, three tourists were stabbed after reportedly being told to stop filming in the community. In April 2024, a 24-year-old tourist from Delaware was killed and his body set on fire after an alleged drug-related incident. Police said the victims in that case were trying to take photos despite warnings not to.
Authorities have repeatedly cautioned that while La Perla welcomes respectful visitors, it remains a place where local dynamics and unwritten rules must be understood to avoid trouble.
Puerto Rico, with a population of around 3.2 million, continues to face challenges with violent crime. Police report 277 killings so far in 2025, a slight improvement compared with 325 during the same period in 2024. While the downward trend is encouraging, high-profile incidents like Mares’ death highlight the ongoing struggle to ensure public safety.
Bad Bunny’s concert series has drawn tens of thousands of visitors to Puerto Rico, offering an economic boost to hotels, restaurants, and local businesses. Yet the tragic killing of a concertgoer casts a shadow over the festivities.
For many residents, La Perla is more than its crime statistics. It is a vibrant, historic neighborhood with strong community bonds, rich traditions, and an unbeatable oceanfront location. But for its revival to be fully realized, safety must be a priority — not just for tourists but for the people who call it home.
The investigation into Kevin Mares’ death is ongoing. Police are appealing for witnesses and any information that could help identify the shooter.
Mares’ killing is a reminder that urban revitalization requires more than cosmetic change. Lasting safety comes from tackling the roots of violence, ensuring economic opportunity, and building trust between communities and law enforcement.
Puerto Rico’s beauty and culture draw visitors from around the world. But until tragedies like this become rare exceptions rather than painful headlines, the island will continue to grapple with the tension between its tourist-friendly image and the realities of its most vulnerable neighborhoods.
