His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, gave the Hamdan Flag to the General Directorate of Identity and Foreigners Affairs. This award was given because the team did great work in following the Services 360 policy, which helps make government services smooth, quick, and ready for the future.
Sheikh Hamdan said that this success follows the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. He explained that government services in Dubai are not just about fixing problems—they try to think ahead and make life easier for everyone. He said the Services 360 policy is not just about rules or steps. It helps bring people, businesses, and government together to create helpful and easy services using smart tools and clear planning.

So far, 997 services have been changed under this policy. This has helped save AED 2.3 billion for people and AED 1.6 billion for government departments. Sheikh Hamdan praised the workers who made these changes possible through teamwork and planning. He said each group that helped is now part of Dubai’s journey toward greatness.
The General Directorate of Identity and Foreigners Affairs was specially thanked for putting people first and following Dubai’s idea of one strong, connected government. Sheikh Hamdan said, “The Hamdan Flag is for results that really help people. I’m proud to give it to this team for making their services smart, fast, and useful.”

Dubai Customs got an award for its Cross-Border e-Commerce project, which helps check goods fast and supports Dubai as a big place for online selling.
Dubai Police won for the Ahsan Allah Aza'akum service, which makes it easier to manage things after someone’s death. It was made with help from other government groups like DEWA, DHA, RTA, and more. The service will soon be made available to more people.
Other top ideas in the Digital City Experience category were:
Electric car driving experience by Dubai Electricity and Water Authority
Land grants digital service by Mohammed Bin Rashid Housing Establishment
Vehicle licensing by Roads and Transport Authority
RTA was also praised for getting the highest score in customer trust two years in a row.
How the Winners Were Chosen
The Hamdan bin Mohammed Programme for Government Services looks at services using five main points:
People living in Dubai also gave their feedback, which was used to help choose winners.
Mr. Abdulla Mohammed Al Basti, Secretary General of The Executive Council of Dubai, said that the good results show how Dubai’s strong leadership and smart planning turn ideas into real changes that help people.
Mr. Hamad Al Mansoori, Director General of Digital Dubai Authority, said adding the new Digital City Experiences award shows how much the government is working together. He said the Dubai Police's win in this area proves they are working hard to give fast, smart, and helpful digital services.
Dr. Hazza Khalfan Al Nuaimi, from the General Secretariat of The Executive Council, said the programme is now a full system for building, improving, and checking government services. The Hamdan Flag, he said, stands for turning big plans into real results.
Ms. Eman Al Suwaidi, Director of Assessment and Studies, said that this year showed a clear jump in joined-up services across government. She said the programme keeps pushing new ideas and better ways to help people using shared thinking, teamwork, and smart tools.
