Vietnam is taking significant strides towards legal reform as the National Assembly has initiated a thorough review of the nation’s legal documents. This landmark effort was kicked off with the inaugural meeting of the Steering Committee on April 9, 2026, aiming to modernize Vietnam's legal framework.
The meeting, chaired by Tran Thanh Man, head of the Steering Committee, was attended by prominent figures such as Deputy Prime Minister Le Tien Chau and Vice Chairman of the National Assembly Nguyen Khac Dinh.
This initiative is a response to critical directives from March and April 2026, designed to strengthen and streamline Vietnam's legal system. Officials pointed out the necessity to eliminate overlapping regulations and enhance the efficiency of legal proceedings to better support national growth.
During the session, the focus was on drafting regulations concerning the Steering Committee's operations, developing a nationwide strategy for the legal review, and establishing guidelines to ensure uniform execution throughout the country.
Chairman Tran Thanh Man highlighted that the review aims to deliver a thorough and precise evaluation of the current legal landscape. This process will assess all current legal documents issued at national and local levels, excluding the Constitution, to pinpoint gaps and suggest impactful reforms.
The reform initiative is inspired by To Lam’s vision of creating a transparent, stable, and growth-oriented legal framework. Leaders also emphasized the critical role of contributions from experts, businesses, and citizens to improve the quality and applicability of laws.
Deputy Prime Minister Le Tien Chau stressed that robust and transparent institutions are vital for driving economic development. He urged for clear and measurable goals from the review, aiming to pinpoint laws needing amendments, repeals, or new enactments. Progress updates are anticipated by August 2026, with comprehensive recommendations due in December 2026.
