UAE Approves Tobacco‑Free Nicotine Pouches to Support Smoking Cessation

In a significant public health advancement, the UAE’s Ministry of Health and Prevention (MoHAP) has sanctioned the use and sale of tobacco‑free nicotine pouches—including popular brands like Zyn, Velo, and On!. This marks the UAE’s first official acceptance of these pouches as smoking cessation aids.

Nicotine pouches are small sachets placed between lip and gum that deliver nicotine without smoke, tobacco, or combustion. Studies suggest that such products can improve quit rates by up to 45%, offering a cleaner alternative and helping reduce tobacco-related illness

To ensure responsible use and safeguard public health, MoHAP has introduced several regulations:

  • Age Limit: Only adults aged 21 and over can purchase the pouches.

  • Flavor Restrictions: Youth-appealing flavours like candy and fruit are banned.

  • Health Warnings: Product labels must display clear health advisories about nicotine dependency and quitting risks. 

  • Tax Regime: A 20% excise tax applies—significantly lower than the 100% tax on traditional tobacco.

  • Sales Channel: Only licensed pharmacies and designated retailers may sell the pouches.

  • Usage Zones: Allowed in designated smoke-free areas, though still prohibited in schools, mosques, and federal buildings. 

This policy aligns with the UAE’s Vision 2031 goal to lower national smoking rates—currently around 19% of adults—and decrease the incidence of tobacco-related diseases.

Crucially, MoHAP maintains that nicotine pouches are not free of risk. They remain addictive and may cause gum irritation. The policy is meant to serve as a step-down tool, encouraging users to taper off gradually rather than maintaining long-term use.

Industry analysts estimate this new segment could grow into a $120 million market by 2026, driven by consumer demand and easing regulations. Companies like Philip Morris International are already registering products in the UAE market ahead of full rollout. 

Healthcare professionals have responded positively but cautiously. Dr Fatima Al‑Mazrouei of the Dubai Health Authority highlights their safety advantage over cigarettes—no combustion means lower risk of respiratory harm. In contrast, the Emirates Medical Association warns against prolonged use and urges those using them to shift ultimately away from nicotine.

Importantly, the UAE is now the first Gulf Cooperation Council (GCC) country to fully regulate tobacco-free nicotine pouches rather than ban them outright—a model likely to influence regional policies in Saudi Arabia, Qatar, and Kuwait.
