A recent report from Democratic lawmakers reveals that billions of dollars from US military funding were diverted by the Trump administration in 2025 to bolster immigration enforcement activities. The findings highlight that more than $2 billion intended for national defense was reassigned to support border security, deportations, and detention, fueling worries over military preparedness and national safety.

The report, titled “Draining Defense: Trump’s Immigration Stunts Cost Billions at the Expense of Military Readiness, Morale, and National Security,” details expenditures by the Department of Defense for immigration missions that lie outside its core responsibilities. Lawmakers expressed grave concerns that these financial allocations detracted from military capacity, leading to increased pressure on servicemembers and military infrastructure.

According to the report, a significant portion of the Pentagon’s expenditures remains unreimbursed by the Department of Homeland Security, pulling vital resources away from essential defense activities such as training, housing maintenance, and infrastructure improvements. Military bases have reportedly faced adverse effects, including delays in barracks repairs and maintenance at schools serving children of military families.

Furthermore, the report chronicles the extensive deployment of active-duty and National Guard personnel for immigration enforcement across various states. Thousands of troops were dispatched to the US-Mexico border and urban areas like Los Angeles, Chicago, Portland, and Memphis. Deployments related to border security incurred costs estimated at $1.3 billion, while domestic operations contributed an additional $258 million.

In Los Angeles, military support for Immigration and Customs Enforcement accumulated costs around $172 million, encompassing expenses for food, housing, transportation, payroll, logistics, and the demobilization of Marines and National Guard members involved in the operation.

Activities aimed at detaining individuals on military bases also resulted in substantial expenditures. The report claims that over $420 million was spent by the Department of Defense on detention activities, with Fort Bliss in Texas alone accounting for more than $363 million. Lawmakers pointed out that the facility has been noted for breaching numerous federal standards in immigrant detention.

Additionally, the report discusses the controversial expansion of immigration detention at Guantánamo Bay, which represents a significant shift from previous policies. Findings show that approximately $40 million was spent within just one month for detaining noncitizens at the facility, making it far pricier than detaining individuals on the mainland due to heightened transportation, staffing, and infrastructure expenses.

Military aircraft were also repurposed for deportation flights, amplifying costs considerably. Operating a C-17 military aircraft is reported to cost about $28,500 an hour, as opposed to $8,500 an hour for standard enforcement flights. By September 2025, over $33 million had been consumed on military flights for deportation, with some flights to India reportedly costing nearly $3 million each.

Another highlighted concern involves the reallocation of military legal personnel. Up to 600 Judge Advocate General officers were temporarily approved to function as immigration judges, leading to an estimated expense of $55 million in wages and benefits, while simultaneously hindering the military’s ability to manage its legal and disciplinary obligations.

Beyond the financial implications, the report underscores the detrimental impact on military readiness caused by redirecting resources. Units prepared for combat were reassigned to immigration duties, thus limiting their availability for urgent or overseas assignments. National Guard mobilizations have also hampered states' capacities to respond effectively to natural disasters such as floods and wildfires.

Lawmakers concluded by pressing the administration to cease using military resources and funds for immigration enforcement and urged for complete reimbursement from the Department of Homeland Security. They cautioned that the persistent diversion of defense resources could deteriorate America’s readiness to address global security issues, a sentiment echoed by US allies and strategic partners, including India.
