Dubai, UAE – 26 January 2025 — Qadi, the Middle East’s first sovereign Regulatory Compliance Platform, has announced a strategic partnership with Core42, a G42 company specializing in sovereign cloud and artificial intelligence infrastructure. The collaboration will provide Qadi with advanced cloud and AI capabilities that ensure full jurisdictional alignment and in-country data residency within the United Arab Emirates. This milestone comes as Qadi enters a new growth phase following its recent pre-seed investment round led by Incubayt.
Qadi’s platform is designed to translate local laws, regulatory frameworks, and internal corporate policies into intelligent AI agents capable of performing real-time compliance determinations. Rather than relying on fragmented tools and manual processes, Qadi encodes regulatory requirements into automated workflows, enabling organizations to integrate compliance directly into everyday business operations. The platform is tailored specifically for the legal and regulatory environments of the Middle East, North Africa, and Turkey (MENAT) region, with the goal of modernizing legal and compliance operations for law firms, financial institutions, and enterprises.
A key differentiator for Qadi is its ability to transform traditionally disconnected legal and compliance tasks into unified, automated workflows. For example, one set of AI agents can conduct first-pass reviews of contracts—such as NDAs and MSAs—against local regulations and internal legal playbooks. Other agents can assess media and marketing content to ensure adherence to regional financial promotion and advertising rules. By combining localized legal intelligence with strong data sovereignty controls, Qadi delivers a compliance platform built for trust, reliability, and regulatory integrity.
Through its partnership with Core42, Qadi will deploy its workloads on Core42’s Sovereign Public Cloud, which is built on Microsoft Azure and governed by Core42’s Insight application. This infrastructure ensures that all data, AI training processes, and computational workloads remain within UAE national jurisdictions. The sovereign cloud environment provides local data residency, strict compliance enforcement, controlled access pathways, and model-ready infrastructure designed for highly regulated and sensitive use cases. For legal and compliance teams, this means faster performance, scalable deployment, and enterprise-grade governance with full regulatory assurance.
Mohamad El Charif, Founder of Qadi, commented: “Partnering with Core42 gives us the infrastructure we need to operate confidently at scale. We’re not just building a copilot; we’re building the engine for compliance automation. By bridging strategic legal advisory with AI, Qadi is empowering the next generation of legal services in the region. This collaboration strengthens our ability to deliver on that vision while ensuring the strict data sovereignty our clients require.”
Mohammed Retmi, Vice President of Sovereign Public Cloud at Core42, added: “The legal sector requires technology solutions that reflect regional regulatory realities. Working with Qadi allows us to extend our sovereign cloud and AI capabilities to a highly sensitive and regulated domain. This partnership aligns with our commitment to responsible, locally anchored AI innovation.”
The pre-seed investment led by Incubayt is being used to accelerate platform engineering, expand legal AI capabilities, build regional partnerships, and prepare for Qadi’s broader market rollout. Incubayt Founder Sami Khoreibi highlighted that the Core42 partnership validates Qadi’s strategic direction and strengthens its infrastructure foundation.
As governments across the MENAT region accelerate digital transformation initiatives, Qadi aims to provide a trusted legal and regulatory backbone for AI-driven public and private sector services. By combining regional legal expertise with sovereign AI infrastructure, Qadi is positioned to play a significant role in shaping the future of compliance automation and AI-enabled legal operations across the region.
