Ahead of the FIFA World Cup matches taking place in Canadian cities, the Immigration and Customs Enforcement (ICE) has affirmed that its agents in Canada remain unarmed. This clarification comes as public anxiety grows regarding their role during the global event.

ICE representatives stated that personnel from the Homeland Security Investigations (HSI) unit are engaged in Canada strictly in a supportive capacity. Their focus is on aiding investigations of significant crimes, including drug trafficking, human trafficking, and weapons smuggling. Importantly, they reiterated that these agents do not perform enforcement actions in Canada.

In fact, ICE made it clear that its agents are not empowered to make arrests, conduct searches, or undertake operational duties on Canadian territory. Furthermore, they confirmed that these officers do not carry firearms while on duty in the country. These agents are mainly based at U.S. diplomatic missions, including the Embassy in Ottawa and consulates in Toronto, Vancouver, Calgary, and Montreal.

This stance is echoed by Canadian officials. A spokesperson for Public Safety Minister Gary Anandasangaree stated that ICE lacks legal jurisdiction within Canada, emphasizing that Canadian law enforcement agencies exclusively manage security and uphold laws.

Concerns surrounding the issue have intensified as Canada approaches hosting several World Cup matches alongside the United States and Mexico. Toronto and Vancouver are set to welcome games, leading local leaders to voice worries over potential foreign agency involvement. Toronto's Mayor Olivia Chow has recently backed a motion opposing ICE's presence during the tournament.

Human rights organizations, including Amnesty International, have also raised alarms. They cautioned that even limited ICE presence might instill fear within certain communities, largely due to the agency's contentious actions in the U.S.

Despite these apprehensions, ICE asserts that its mission in Canada will remain purely supportive and devoid of operational engagement. The agency pointed out that similar collaborations have effectively occurred in previous international events, aiding in the fight against cross-border crime without interfering with local law enforcement.

As the World Cup preparations unfold, Canadian officials reassure the populace that all security measures during the tournament will remain strictly under Canadian jurisdiction, with no role in enforcement granted to foreign agencies like ICE.
