HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy, has issued Directive No. (1) of 2024, signaling a significant update to Dubai's Demand Side Management Strategy 2050 (DSM Strategy 2050). This initiative, in line with the vision and directives of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, aims to achieve comprehensive sustainable development across the emirate.
Since its inception in 2013, the Dubai Supreme Council of Energy (DSCE) has diligently implemented the DSM Strategy in collaboration with various governmental and private sector entities. The strategy is pivotal in aligning with broader national goals such as the UAE Net Zero Strategy 2050 and the Dubai Clean Energy Strategy 2050. These initiatives collectively aim to transition Dubai towards a sustainable future, including achieving 100% of Dubai’s total power capacity from clean energy sources by 2050.

HE Saeed Mohammed Al Tayer, Vice Chairman of the Dubai Supreme Council of Energy, emphasized the strategy's commitment to enhancing energy efficiency and promoting sustainable practices. The DSM Strategy 2050 targets doubling efficiency improvements by 2030 and achieving substantial reductions in electricity, water, and transport fuel consumption by 2050 compared to baseline figures.
Key to the updated strategy are seven implementing mechanisms: Policies and Regulations, Data and Measurement & Verification (M&V), Government Support and Leadership, Awareness and Recognition, Financing, Research & Development (R&D) and Innovation, and Freezone Alignment and Collaboration. These mechanisms are designed to streamline efforts across sectors and maximize impact.
HE Ahmed Buti Al Mehairbi, Secretary General of the Dubai Supreme Council of Energy, outlined the strategy's ambitious goals, including targeted electricity savings of 86.8 Terawatt Hours (TWh), water savings of 383.2 Billion Imperial Gallons (BIG), and significant reductions in transport fuel consumption by 2050.
The updated DSM Strategy 2050 incorporates twelve comprehensive programmes, addressing various sectors such as New Buildings, Building Retrofits, Commercial & Government Sectors Efficiency, Industrial Sector Efficiency, Outdoor Lighting, Efficient Cooling, Standards & Labels, Consumer Behavior, Distributed Energy, Recycled Water Use & Efficiency, Efficient Mobility & Smart Charging, and Fuel & Engine Efficiency.
Implementation partners include key entities like the Dubai Electricity and Water Authority (DEWA), Dubai Municipality, Roads & Transport Authority, Dubai Economy & Tourism, Etihad Energy Services, Regulatory and Supervisory Bureau for Electricity and Water, Ministry of Industry and Advanced Technology, and the Dubai Free Zones Council. Collaboration between these entities underscores Dubai's commitment to sustainable development and economic growth through innovative energy management strategies.
