His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, who is the First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance of the UAE, and Chairman of the Financial Audit Authority, has issued a new rule. This is Decision No. (2) of 2025. It is made to protect government workers who report financial or administrative problems, or who help the Financial Audit Authority in Dubai with investigations.
This rule is based on Law No. (4) of 2018, which talks about how the Financial Audit Authority was set up. The new rule applies to employees working in departments or offices that are watched by this Authority.

The main goal of this rule is to protect the money that belongs to the government and keep Dubai’s financial system honest and strong. It allows workers to report any wrongdoing, like misuse of money or breaking of rules, without being afraid of getting in trouble. If a worker gives information or helps in an investigation, they will be protected.
The rule also says that no one should lose their job or be punished just because they reported a problem or gave testimony in an investigation. It sets clear steps for how workers can ask for protection, and it makes sure there are legal rules in place to help them speak up safely.
This new rule only applies to employees of government offices that are under the Financial Audit Authority. These employees must have their reports accepted by the Authority as part of an official process under Law No. (4) of 2018. It also includes employees who are asked to speak or provide evidence during investigations.
The rule clearly states that all reports shared with the Authority will stay secret. No one working at the Financial Audit Authority is allowed to share or talk about the information in these reports with anyone, no matter what.
Also, the people who carry out investigations must have the right knowledge and training. They must also keep all information private and make sure that the people who reported problems are not harmed in any way.
The Director General of the Financial Audit Authority in Dubai will issue further decisions to help put this rule into action.
This new rule is active from the day it was announced and will be published in the Official Gazette.
