The Government Best Practices Series 2025, organized by the General Secretariat of The Executive Council of Dubai, wrapped up today after two days of engaging discussions and hands-on workshops. The event focused on how governments can work together to create services that meet the changing needs of society. The discussions stressed how important it is for governments to be proactive, work together, and design services that are flexible and future-focused.
The event helped highlight Dubai’s dedication to becoming a global example of excellent, efficient, and forward-thinking government services.
During the event, participants talked about how investing in talent and resources is key to improving government services. They also discussed how Dubai's efforts in improving its government models align with national goals. These ideas are in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai, and the guidance of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai.

Dr. Hazza Khalfan Al Nuaimi, the Assistant Secretary General for Excellence and Government Services at The Executive Council of Dubai, explained that the Government Best Practices Series is an important platform for sharing the successes of Dubai’s government and showing its commitment to innovation and global leadership in public services.
He said, “The Government of Dubai is constantly creating new strategies based on real data and creative thinking. These strategies focus on people at the center of everything we do. The Government Best Practices Series 2025 is all about sharing new ideas, success stories, and lessons that not only help us progress locally but also serve as examples for governments around the world to learn from.”
On the second day of the event, Dr. Al Nuaimi shared the results of the 2024 assessments for the Government Excellence Model and the Elite Model. The assessments showed that 80% of government departments had improved their performance compared to the previous year.
He also highlighted the success of the Hamdan Bin Mohammed Programme for Government Services and the 360 Services Policy. The first phase of this policy led to a huge 98% decrease in the time people had to wait for services, and a 91% increase in how much people trust the government's efforts to improve. Other results included a 96% rating for customer service, 94% customer happiness, and 87% employee happiness. In 2024, more than 10,000 government workers took part in smart training programs, and over 3,000 people joined knowledge-sharing seminars. These results show that Dubai is continuing to focus on building the skills and knowledge of its workers.
The event also featured a special recognition ceremony for the graduates of the second batch of the Government Innovation Consultant Program. This program is designed to encourage creative thinking and foster a culture of innovation by teaching participants about the best global practices and providing them with useful tools.
Throughout the two-day event, various panel discussions and workshops covered important topics shaping the future of government. The sessions included topics like digital services, how artificial intelligence (AI) can be used in government, and the role of innovation teams in improving performance. The event also discussed how governments can transfer knowledge faster and train employees to be ready for future challenges.
This event helped reinforce Dubai’s goal of becoming a leader in innovative government practices that benefit not only its people but also serve as a model for other countries to follow.
