In a significant move towards promoting inclusivity in air travel, Dubai Airports, the operator of Dubai International (DXB) and Dubai World Central – Al Maktoum International (DWC), has partnered with the Community Development Authority (CDA) by signing a Memorandum of Understanding (MoU) at the AccessAbilities Expo. This collaboration aims to enhance services for travelers with both visible and hidden disabilities, while also fostering long-term social change and setting new accessibility standards in the aviation sector.

The MoU was officially signed by H.E. Jamal Al-Hai, Deputy CEO of Dubai Airports, and Miatha Al Shamsi, CEO of the Community Empowerment Sector at CDA. The signing ceremony was attended by H.E. Hessa bint Essa Buhumaid, Director General of CDA, along with senior representatives from both organizations and members of the aviation community present at the Expo.

Through this partnership, the two entities will collaborate to identify and address key needs, leveraging CDA's expertise to implement effective solutions. By sharing resources and knowledge, they aim to contribute to Dubai’s broader social agenda, ensuring that DXB and DWC are welcoming and supportive environments for all guests.

Jamal Al-Hai emphasized the significance of this partnership, stating, “Working with the Community Development Authority is crucial in our mission to make our airports a more inclusive space. Their insights will help us address specific needs, setting a new benchmark for how airports can support all travelers. This MoU represents our joint effort to break down barriers and shape a future where air travel is accessible for everyone.”

H.E. Hessa Bint Essa Buhumaid expressed pride in the collaboration, noting, “We are proud to collaborate with Dubai Airports at the AccessAbilities Expo to further enhance the experience for people of determination. This partnership underscores our commitment to promoting inclusivity and ensuring that Dubai is a city where everyone, regardless of their abilities, can thrive. Through this MoU, we aim to provide essential support and create solutions that will make air travel more accessible and enjoyable for people of determination. Together, we are setting a new standard in ensuring that all individuals have the opportunity to travel with dignity and ease.”

As part of the agreement, Dubai Airports will implement CDA’s guidance to enhance services. One key initiative is the use of the Sanad communication platform, which connects individuals with hearing disabilities to sign language specialists via video calls. This will facilitate smoother communication at the airports. To support this initiative, Dubai Airports plans to map the service within its centers, procure necessary equipment, and train frontline staff.

Furthermore, Dubai Airports will align its processes with CDA’s existing channels to safeguard the rights of people of determination, ensuring a safe environment free from discrimination. This includes integrating the system with their customer service platform for quick and effective responses to any concerns. The partnership will also support the integration of the Sanad Smart Card, which provides tailored privileges and services for individuals with disabilities. Dubai Airports will contribute to building a database that will aid in designing targeted programs and encourage broader stakeholder participation.

A joint annual calendar of events will be developed, with both Dubai Airports and CDA planning free activities in collaboration with other centers dedicated to people of determination. This partnership will enhance benefits such as expertise support for DXB’s Autism Project, joint promotional campaigns, improved staff training, and contributions to inclusive airport design principles.

Dubai Airports has already implemented several initiatives to support people of determination, including the Sunflower Lanyard program, which discreetly identifies guests with hidden disabilities, granting them access to priority lanes and an autism-friendly route. A pre-travel planner offers a visual guide to facilitate navigation through the airports. Additionally, a bespoke training program for 33,000 staff members enhances their understanding of both visible and non-visible disabilities. Other support measures at DXB include complimentary parking, dedicated taxis, wheelchair services, and specialized assistance at customs.
