Dubai International Financial Centre (DIFC), a top financial hub in the Middle East, Africa, and South Asia (MEASA) region, is planning to update some of its laws. These changes are part of the DIFC Laws Amendment Law, Law No. 1 of 2005. The main goal of these updates is to make the laws clearer and ensure they follow global best practices. One key area where changes are being made is the Data Protection Law, which is designed to provide more rights and protections to individuals whose personal data is used in DIFC.
Changes to the Data Protection Law
DIFC has proposed a few important updates to the Data Protection Law:
Clearer Rules on Data Protection: The new changes will make it clear how the law applies, including its effect on companies outside DIFC. This means that people in DIFC will be fully protected under the law, no matter where their personal data is processed.

Stronger Data Sharing Rules: The proposed amendments will also update Article 28, which deals with data sharing. These updates will allow the DIFC Commissioner to review which countries are suitable for handling personal data. The changes also make sure that government authorities properly protect personal data and that people have ways to seek justice if their data is misused.
Right to Take Legal Action: Another major update is the introduction of a Private Right of Action in the DIFC Courts. This means that if someone’s personal data is misused or mishandled in violation of the law, they will have the right to take legal action to protect their privacy.
Other Legal Updates
Apart from the Data Protection Law, DIFC is also making small but important clarifications in other legal areas, including:
The Law of Security
Insolvency Law
Employment Law
These changes aim to make the legal system clearer and easier to follow.
Public Consultation
DIFC has released Consultation Paper No. 1 of 2025, which provides detailed information on all the proposed amendments. To make sure everyone has a chance to share their views, DIFC has opened a 30-day public consultation period. People can submit their comments until March 26, 2025.
These updates will help DIFC maintain its position as a leading global financial center while ensuring that individuals' rights and data remain well-protected.
