In a surprising diplomatic development, the United States, under former President Donald Trump’s guidance, is reportedly working with Russia to draft a comprehensive 28-point plan aimed at ending the ongoing war in Ukraine. The plan, revealed by Axios citing both US and Russian officials, takes inspiration from Trump’s 20-point Gaza peace initiative and is being formulated in secrecy.
According to the report, the peace plan covers four main areas: peace in Ukraine, security guarantees, European security, and the future of US relations with Russia and Ukraine. However, details remain unclear on how the plan will address Russia’s territorial control in eastern Ukraine, one of the most contentious aspects of the conflict.
The drafting process is being led by Steve Witkoff, the United States’ special envoy for Peace Missions, who has held extensive discussions with Russian envoy Kirill Dmitriev. Dmitriev, speaking to Axios, emphasized that the plan is designed to not only address the Ukraine conflict but also consider Russia’s broader security concerns and restore ties between Washington and Moscow. “It’s actually a much broader framework, basically saying, ‘How do we really bring lasting security to Europe, not just Ukraine,’” Dmitriev stated.
Ukrainian officials have been briefed on the plan, with Witkoff meeting Rustem Umerov, Ukraine’s national security adviser, earlier this week. European leaders are also being briefed as the US seeks international support and coordination.
The initiative comes after the Trump administration’s prior diplomatic efforts, including the Alaska summit with Russian President Vladimir Putin, yielded no conclusive results. This latest plan reflects a renewed push to seek a negotiated settlement that could stabilize the region and reduce hostilities while addressing the security concerns of both Russia and Ukraine.
Experts note that the plan’s success hinges on resolving key challenges, particularly Russia’s territorial claims and the willingness of Ukraine and its allies to accept a compromise. As the war enters its fourth year, the world watches closely for any breakthrough that could pave the way for lasting peace in Eastern Europe.
This development marks a significant turn in global diplomacy, highlighting the US’s proactive engagement with Russia and the continued influence of Trump’s foreign policy approaches, even after his presidency. The coming weeks are expected to reveal more details on the plan’s structure, potential acceptance, and implications for the ongoing conflict.
