In a landmark move at GITEX Global 2025, the UAE Federal Public Prosecution, in collaboration with the Advanced Technology Research Council (ATRC) and TRENDS Research and Advisory, launched the White Paper for the Governance of Emerging Technologies Summit 2025. The publication offers a global roadmap on responsible technology use and ethical governance, underscoring the UAE’s leadership in shaping digital transformation.
The White Paper compiles insights from over sixty experts across 25 countries, examining the challenges and opportunities posed by technologies such as artificial intelligence, blockchain, robotics, quantum computing, biotechnology, and the metaverse. It focuses on six key sectors—justice, health, education, economy, legislation, and industry—providing a practical framework for governance, ethics, and risk management that institutions worldwide can adopt.

Beyond theory, the UAE is putting these principles into action. At GITEX, the Public Prosecution showcased initiatives including a Virtual Assistant for prosecutors, the Legislative Digitization Project, the Smart Translation Center “Bayan,” and an Artificial Intelligence Strategy spanning 2025–2030. These efforts aim to integrate technology with judicial work, ensuring AI supports, rather than replaces, human decision-making.
The White Paper emphasizes the importance of keeping human values at the core of digital progress. It highlights critical issues such as transparency in AI systems, cybersecurity threats, digital evidence verification, and ethical use of AI in healthcare, education, and industry. For the private and public sectors, it provides practical models for safe implementation, reinforcing that innovation must go hand-in-hand with responsibility.
With a clear focus on ethics, sustainability, and human-centered governance, the UAE’s new White Paper positions the country as a global hub for dialogue on emerging technologies. It reflects a vision where technological progress enhances societal trust, safeguards rights, and promotes knowledge-driven growth across all sectors.
