Dubai: The United Arab Emirates (UAE) has once again proven itself as the best country in the world for entrepreneurs. For the fourth year in a row, the UAE has been ranked first in the Global Entrepreneurship Monitor (GEM) report. This ranking confirms that the UAE offers the best environment for starting and growing businesses, especially for small and medium enterprises (SMEs). The UAE outperformed 55 other countries in this year’s report.
The country led in 11 out of 13 key indicators among high-income nations. Experts assessed the UAE’s strong support systems for businesses, including easy access to funding, government policies that encourage entrepreneurship, and a business-friendly environment.

Visionary Leadership Drives Entrepreneurial Growth
Alia Abdulla Al Mazrouei, Minister of State for Entrepreneurship, spoke about the country’s achievement in the GEM report. She credited the UAE’s leadership for creating a strong environment for entrepreneurs and SMEs.

She explained that the UAE has taken major steps to support business owners and startups, ensuring they have the resources and guidance they need to succeed.
“The UAE’s leadership has created a clear plan to make our country the top destination for entrepreneurs and startups. This strategy has helped us achieve global recognition for the fourth consecutive year,” she said.
She added that the UAE is working towards becoming a global leader in the new economy by 2031. To achieve this, the government is supporting digital businesses, providing financial solutions, and encouraging innovation in various sectors.
Ambitious Plans for the Future
The UAE is also focused on improving the success rate of startups. Currently, about 30% of startups succeed, but the government aims to increase this to 50% in the next decade.
To achieve this, the UAE is introducing new initiatives that will:
Promote a culture of innovation
Offer more support and incentives for startups
Help SMEs grow and expand into global markets
With these efforts, the UAE is ensuring that businesses with strong potential get the support they need to succeed internationally.
$8.7 Billion Investment Fuels Entrepreneurship
A major factor behind the UAE’s success is its massive investment in entrepreneurship. The country has invested $8.7 billion in programs to encourage innovation and support SMEs. This funding is part of the "Projects of the 50" initiative, which aims to boost business growth in the UAE.
The government’s pro-business policies have also attracted more foreign investors. One of the biggest changes is allowing 100% foreign ownership of companies, which has increased investor confidence. As a result, foreign direct investment (FDI) in the UAE reached a record high in 2023, reinforcing the country’s reputation as a top destination for businesses.
UAE’s Thriving Business Culture
The UAE has built a strong culture of entrepreneurship, where people are encouraged to start their own businesses. The latest GEM report shows that:
67% of adults in the UAE know an entrepreneur or believe they have the skills to start a business.
70% of the population sees strong opportunities to start a business in the country.
78% of new entrepreneurs focus on social and environmental impact, along with making a profit.
In addition, 75% of early-stage entrepreneurs plan to expand their teams and hire at least six employees in the next five years. About 80% of business owners also want to use digital technologies to grow their companies, positioning the UAE as a leader in digital innovation.
The report further highlights that 78% of entrepreneurs in the UAE aim to build wealth, while 55% of businesses serve international clients. This confirms the UAE’s status as a global hub for investment, business, and innovation.
UAE Ranks First in NECI
The UAE has also secured the top spot in the National Entrepreneurship Context Index (NECI), which measures how well a country supports business growth. Experts evaluate factors such as government policies, infrastructure, and support systems for entrepreneurs.
This achievement aligns with the UAE’s ambitious plan to have one million SMEs by 2031, further strengthening its position as a world leader in business, investment, and innovation.
The UAE’s continued commitment to entrepreneurship, innovation, and investment ensures that it remains a top choice for business owners worldwide. With strong government support, advanced infrastructure, and a forward-thinking vision, the UAE is set to maintain its leadership in the global business landscape for years to come.
