The United Arab Emirates (UAE) reaffirmed its growing influence in global maritime affairs by actively participating in the 50th session of the Facilitation Committee of the International Maritime Organization (IMO), alongside member states and leading international bodies.
The UAE’s participation underscores its strategic commitment to enhancing the efficiency, security, and sustainability of the international maritime transport system. Through its engagement, the country continues to support global initiatives aimed at strengthening maritime operations and addressing emerging challenges.
During the session, Mohamed Khamis Al Kaabi, UAE’s Permanent Representative to the IMO and Vice-Chair of the Committee, highlighted the urgent need to reinforce maritime safety and navigation security, particularly in light of ongoing regional challenges. He also welcomed the IMO Council’s renewed commitment, as outlined during its 36th extraordinary session, to address security concerns affecting global shipping routes.
The Committee raised serious concerns over recent attacks targeting commercial vessels, emphasizing their impact on international maritime traffic and the safety of seafarers. It called for stronger collaboration among stakeholders and the implementation of robust frameworks to enhance maritime security. Regular updates on developments in key strategic waters—including the Arabian Sea, Sea of Oman, and the Arabian Gulf, especially around the Strait of Hormuz—were also recommended.
In a significant development, the Committee approved two UAE-led proposals aimed at strengthening the Facilitation Convention. Drawing lessons from the COVID-19 pandemic, these proposals focus on improving crew change procedures, expanding access to vaccinations through national programs, and ensuring timely medical care during global health emergencies. The initiatives also align the Convention with the International Health Regulations established by the World Health Organization (WHO).
Additionally, Al Kaabi chaired a key working group responsible for drafting guidelines to prevent stowaways from boarding ships and clarifying responsibilities for handling such incidents—an important step toward improving maritime safety and operational accountability.
The UAE also contributed to discussions on the roadmap for Maritime Autonomous Surface Ships (MASS), reflecting its forward-looking approach to technological advancements in the maritime sector. Furthermore, the country supported the development of a non-mandatory maritime cybersecurity code, which received approval with the collaboration of relevant technical committees.
Overall, the UAE’s proactive role at the IMO session highlights its leadership in shaping a safer, more resilient, and technologically advanced global maritime industry.
