In 2025, the UAE continues to enforce strict health coverage rules to ensure residents have access to quality medical services. Whether you are moving to Dubai, Abu Dhabi, or another emirate, understanding health insurance policies is essential for compliance and personal well-being.
Health insurance is mandatory for all expats and their dependents in the UAE. Employers are legally required to provide medical coverage for their employees. In Abu Dhabi and Dubai, this includes dependents such as spouses and children, while in other emirates, expats may need to purchase private health insurance for family members.
Basic health insurance plans cover essential services such as general practitioner visits, emergency treatment, hospitalization, maternity care, and prescribed medications. Expats can also upgrade to comprehensive policies that include dental, optical, specialist consultations, and international coverage.
The cost of health insurance varies depending on the emirate, coverage level, and provider. In 2025, basic plans for individuals range from AED 800 to AED 1,500 annually, while comprehensive coverage can cost between AED 5,000 and AED 15,000 per year. Family plans are typically higher, depending on the number of dependents included.

Premium vs benefits – Balance affordability with the level of medical services.
Dependents – Verify whether spouse and children are included under employer coverage.

Living in the UAE without health insurance is not an option. Failure to maintain coverage can result in fines, visa issues, and restricted access to medical care. In Dubai, for example, fines start at AED 500 per month without valid insurance.
The UAE government is expanding digital health services and telemedicine, making it easier for residents to access care. Insurance companies are also offering more flexible plans tailored for freelancers, remote workers, and long-term expats.
