Sri Lankan President Anura Kumara Dissanayake appointed a new Cabinet of Ministers on Tuesday evening, marking a significant shift in the country's leadership. The new cabinet comprises key political figures, including Prime Minister Harini Amarasuriya, lawmaker Vijitha Herath, and Dissanayake himself, each taking on a range of vital ministerial roles as the nation faces unprecedented economic challenges.

At the center of this reshuffle is President Dissanayake, who will personally oversee several critical portfolios, including defence, finance, economic development, policy formulation, planning, tourism, energy, agriculture, lands, livestock, irrigation, fisheries, and aquatic resources. His decision to take on the finance portfolio is particularly notable, given Sri Lanka’s ongoing efforts to recover from its most severe economic crisis in 70 years and its first-ever sovereign debt default. The country is struggling with inflation, dwindling foreign reserves, and significant public discontent, making the finance ministry a pivotal role in its recovery.
At 55, Dissanayake is seen as a bold and outspoken leader. Known for his Marxist-leaning political background, he rose to prominence with the Janatha Vimukthi Peramuna (JVP) party, which traditionally promoted policies of protectionism and state control. In recent years, however, his political stance has shifted to more centrist positions, reflecting the need for pragmatic solutions to the country’s economic woes. Despite this, Dissanayake’s political approach has sparked concern among investors, particularly regarding his plans to slash taxes and revisit the terms of the $2.9 billion International Monetary Fund (IMF) bailout package, which was approved to help stabilize Sri Lanka’s economy.
These moves have created apprehension in financial markets, where there are fears that revisiting the IMF deal could delay the restructuring of $25 billion in debt that Sri Lanka desperately needs to address. Dissanayake’s critics worry that renegotiating the bailout terms may exacerbate the country’s economic instability, though his supporters argue that his focus on aiding the nation's poor and reducing the tax burden could provide much-needed relief to struggling citizens.
During his inauguration speech on Monday, Dissanayake refrained from giving detailed insight into how aggressively he would pursue his economic policies. Instead, he struck a tone of reform and renewal, stating, “Our politics needs to be cleaner, and the people have called for a different political culture. I am ready to commit to that change.” While his exact economic strategy remains unclear, his pledge to usher in a new political ethos suggests a desire to move away from the practices that have contributed to Sri Lanka’s current crisis.
The President’s rise to power followed a hard-fought presidential election on Saturday. His victory is seen as a mandate for significant reform, and his leadership is expected to play a decisive role in the future of Sri Lanka’s economic recovery.
Alongside Dissanayake’s appointment of himself to multiple key ministries, Harini Amarasuriya was sworn in as Prime Minister. She has been tasked with managing a broad array of portfolios, including justice, administration, provincial councils, local government, education, science and technology, labour, women’s and youth affairs, sports, trade, commerce, food security, cooperative development, industries, entrepreneur development, and health. Amarasuriya’s extensive remit indicates her central role in shaping policy and addressing the numerous social and economic challenges facing the nation.
Lawmaker Vijitha Herath has also taken on significant responsibilities in the new Cabinet. Herath will serve as Minister of Buddhist Affairs, religious and cultural affairs, national integration, social security, mass media, transport, highways, ports and civil aviation, security, foreign affairs, environment, wildlife, forest resources, water supply, plantations, community infrastructure, rural and urban development, housing, and construction. His portfolios, which touch on national security, religious affairs, and key infrastructure projects, position him as a major player in both domestic policy and international relations.
The formation of this streamlined cabinet comes at a crucial time for Sri Lanka. The country is battling severe economic instability, high inflation, and significant debt, all while trying to meet the needs of its citizens who have suffered from rising costs of living and shortages of essential goods. The government faces the immense task of implementing necessary reforms, stabilizing the economy, and rebuilding public trust.
President Dissanayake’s administration will need to strike a delicate balance between economic recovery, debt management, and ensuring social stability. As Sri Lanka seeks to chart a course out of its economic troubles, all eyes will be on how this new leadership team manages the complex challenges ahead. Whether through renegotiating international aid packages or introducing domestic reforms, the decisions made by Dissanayake, Amarasuriya, and Herath in the coming months will shape the future of the nation.
