Sri Lanka, an island nation blessed with rich biodiversity and natural resources, stands at a crucial crossroads in balancing development with environmental sustainability. Like many countries, it faces urgent challenges in climate resilience, forest conservation, and sustainable resource management. Yet, it also has significant opportunities to chart a greener future through collective action.
Environmental governance in Sri Lanka is anchored by the Central Environmental Authority (CEA), established under the National Environment Act No. 47 of 1981. The CEA oversees pollution control, environmental regulations, and the Environmental Impact Assessment (EIA) process for development projects. Complementing its work are the Department of Forest Conservation and the Department of Wildlife Conservation, both tasked with protecting natural habitats and species.
Sri Lanka’s universities have also strengthened academic and technical capacity by offering advanced degrees in climate change, environmental science, and management. This knowledge base supports innovative solutions to complex environmental problems.
Still, challenges persist. Urbanization and industrialization have aggravated solid waste management, air pollution, and water quality issues. Weak enforcement of waste disposal laws and inadequate infrastructure worsen these problems. Authorities stress that collaboration between government, businesses, and local communities is essential. Recycling, adoption of green technologies, and awareness campaigns are increasingly promoted as pathways to sustainability.
Sri Lanka is among the world’s most climate-vulnerable nations. Rising sea levels, floods, droughts, and landslides continue to impact agriculture, infrastructure, and livelihoods. According to the Global Climate Risk Index 2024, Sri Lanka ranks among the top 10 countries most affected by extreme weather events in the past two decades.
To counter this, Sri Lanka has adopted several initiatives:
National Adaptation Plan (2016–2025) for climate resilience.
Climate Resilient Integrated Water Management Project (CRIWMP), supported by the Green Climate Fund, assisting smallholder farmers in the dry zone.
Restoration of ancient irrigation systems as nature-based climate solutions.
Strengthening community-based disaster risk reduction and promoting green energy adoption remain priorities. Public education and awareness on climate change are also expanding.
Forests play a pivotal role in regulating Sri Lanka’s ecosystem. As of 2022, Sri Lanka’s forest cover is estimated at around 29%, with deforestation continuing to pose a threat. The government, with NGO support, has accelerated reforestation and conservation programs.
The Knuckles Mountain Range, part of the Central Highlands designated a UNESCO World Heritage Site in 2010, is particularly significant. It hosts unique biodiversity and supports water catchment systems vital to agriculture. Protecting this ecosystem ensures climate resilience, soil preservation, and ecotourism potential.
The role of engineers and professionals is increasingly tied to environmental ethics. Innovations in renewable energy, sustainable agriculture, and waste-to-energy technologies are seen as key to achieving balance between growth and conservation. The integration of ethics in engineering practices is shaping the country’s future sustainability agenda.
Sri Lanka’s path forward requires:
Transition to a green economy and renewable energy.
Strengthened enforcement of environmental laws.
Greater community participation in conservation projects.
Investment in environmental education and research.
This collective effort — from government to individuals — will not only safeguard Sri Lanka’s environment but also align the nation with global sustainability goals.
For the UAE, which has emerged as a global leader in climate diplomacy and biodiversity protection — most recently through COP28 hosted in Dubai — Sri Lanka’s journey reflects shared challenges and opportunities. Both nations highlight the importance of international cooperation in protecting ecosystems and ensuring a livable future for coming generations.
