Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, has unveiled a groundbreaking initiative aimed at advancing Dubai's position as a global leader in artificial intelligence (AI) adoption. Named the "Dubai Universal Blueprint for Artificial Intelligence," this comprehensive plan is designed to align with the ambitious goals outlined in Dubai’s economic agenda, known as D33, by injecting Dh100 billion into the economy and boosting economic productivity by 50 percent.
In an announcement made via his official X account, Sheikh Hamdan emphasized the strategic importance of leveraging AI to enhance the quality of life for Dubai's residents. The initial phase of the plan focuses on initiatives to improve public well-being through AI integration across various sectors. This includes the appointment of Chief AI Officers within all government entities, establishment of dedicated AI incubators and campuses, and the introduction of a specialized AI company license.

Sheikh Hamdan underscored the plan's commitment to adaptability and innovation, with regular reviews and updates to ensure alignment with emerging technological trends. He reaffirmed Dubai's dedication to becoming the world's happiest city, emphasizing the city's focus on its people and their well-being as the driving force behind its ambitious AI agenda.
This initiative reflects Dubai's steadfast commitment to becoming a global technology and innovation hub under the visionary leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum. Sheikh Hamdan emphasized that Dubai's journey towards AI integration builds upon the city's legacy of digital transformation, which began in 1999 and has culminated in the unveiling of the Dubai Digital Strategy in recent years.
The annual plan aims to position Dubai at the forefront of AI governance and legislation, empowering companies to capitalize on the vast opportunities presented by AI technologies. It seeks to enhance government operations through the adoption of AI tools and solutions, while also fostering an ecosystem conducive to the growth of AI startups and talent.

Key objectives of the plan include creating a supportive environment for AI companies and talent, accelerating the adoption of AI in government operations, and positioning Dubai as a global leader in AI adoption. The plan also aims to enhance employee productivity, improve government performance, and deliver superior government services through AI-driven solutions.
The first phase of the plan will see the appointment of Chief AI Officers across government entities, the launch of AI and Web3 incubators, and the introduction of AI Week in educational institutions. Additionally, a new Dubai Commercial License for Artificial Intelligence will be introduced to attract investment and talent in the AI sector.
Dubai's annual plan for AI adoption underscores the city's commitment to fostering innovation and driving economic growth through advanced technologies. By embracing AI applications across sectors, Dubai aims to solidify its position as a global leader in the digital economy and pave the way for a smarter, more sustainable future.
