A Chinese national described by British police as “one of the most prolific sex offenders of all time” has been handed a life sentence in the United Kingdom, following a shocking series of crimes that spanned several years and targeted numerous unsuspecting victims.
Conviction on 24 Sexual Offences
Chao Xu, 33, pleaded guilty to 24 sexual offences committed over a three-year period, including rape, assault by penetration, sexual assault, upskirting, and multiple acts of voyeurism. His crimes, which were planned, repeated, and meticulously recorded, exposed a disturbing pattern of predatory behaviour.
A London court ordered Xu to serve a minimum of 14 years before he can be considered for parole.
Used His Position to Target Women
Investigators revealed that Xu exploited his role in hosting business events for a UK university, using it as a pretext to meet women. Police said he would drug his victims before assaulting them in his flat, where he had installed hidden cameras to capture the attacks.
During the investigation, officers recovered extensive footage showing not only the assaults but also recordings of unsuspecting members of the public, captured without consent in crowded locations such as London Bridge Underground station.
Police Fear There May Be Hundreds More Victims
So far, authorities have identified seven confirmed victims of serious sexual assault. However, detectives believe the true scale of Xu’s offending is “far greater,” estimating that hundreds more may have been victims of voyeurism.
Lewis Sanderson, Acting Detective Superintendent, described Xu’s crimes as unprecedented in scope.
“We believe he is one of the most prolific sex offenders of all time,” he said, adding that his methods showed clear planning, manipulation, and a desire to evade detection.
A Case That Highlights Digital Age Threats
The case has raised concerns about modern methods used by sexual predators, particularly the use of covert recording devices, digital storage, and targeted grooming through professional or academic networks. Authorities emphasised the need for institutions to strengthen safeguarding protocols and monitoring systems.
Community Response and Ongoing Investigation
The sentencing has prompted relief among victims and advocacy groups, who praised the thorough police investigation and called for stronger preventive measures to protect vulnerable individuals.
Police continue to review footage and digital evidence, urging anyone who suspects they may have been recorded or targeted by Xu to come forward.
The investigation remains open as officers work to identify additional victims and uncover the full extent of his activities.
