Phoenix Payroll Controversy Puts Federal Workers in a Tight Spot

Current and former federal employees are now facing potential legal actions concerning overpayments linked to the problematic Phoenix payroll system, launched nearly a decade ago. Numerous individuals were not informed about the excess amounts received.

To recover these funds, the government is employing private collection agencies. In certain instances, repayments are being enforced through withheld tax refunds, benefits, and accrued interest. The Public Service Alliance of Canada (PSAC) is advocating for an end to recovery attempts for payments surpassing the six-year legal recovery limit.

Union leader Sharon DeSousa highlighted the extended periods of fiscal strain and instability that workers have faced due to the failures of the Phoenix system. Treasury Board President Shafqat Ali mentioned he has only recently been made aware of the developments and aims to collaborate with union representatives for a solution.

Since its implementation in 2016, the Phoenix system has led to a multitude of payroll inaccuracies, impacting hundreds of thousands of federal workers. The total overpayments since its launch have reached $3.56 billion, with approximately 115,000 employees still accountable for $495 million.

According to PSPC, recovery previous to 2021 was delayed to focus on addressing payroll issues, but efforts have ramped up since then. They are offering flexible repayment options for those facing financial difficulties. However, PSAC insists that legal boundaries mean repayment claims for overpayments older than six years should not be enforced without explicit approval.
