His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, the Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, presided over a crucial meeting of the Executive Committee of the ADNOC Board of Directors.
During this session, His Highness approved the final investment decision (FID) for ADNOC’s groundbreaking Ruwais liquefied natural gas (LNG) project, alongside awarding a significant Engineering, Procurement and Construction (EPC) contract valued at approximately $5.5 billion (AED20.2 billion). This pioneering project, situated in Al Ruwais Industrial City within Abu Dhabi’s Al Dhafra region, marks a milestone as the first LNG export facility in the MENA region powered by clean energy, ensuring it operates with one of the lowest carbon intensities globally.

Highlighting the strategic importance, His Highness emphasized that the project will strengthen ADNOC’s global standing as a reliable natural gas supplier while catalyzing the development of Al Ruwais Industrial City through increased investments and bolstering the local industrial ecosystem. The project will also adhere to ADNOC’s In-Country Value (ICV) program, ensuring that 55% of the EPC contract value contributes back to the UAE’s economy, fostering economic growth, creating skilled jobs for Emiratis, and enhancing industrial capabilities.
In addition to endorsing these transformative initiatives, His Highness lauded ADNOC’s recent acquisitions in major lower-carbon LNG projects in the US and Mozambique. He was briefed on ADNOC’s comprehensive portfolio of growth projects across its value chain and provided directives to sustain targeted growth both domestically and internationally to meet escalating global energy demands.
Further advancing ADNOC’s technological prowess, His Highness reviewed the corporation’s strategy to integrate artificial intelligence (AI) and advanced technologies across its operations. This strategic move aims to deliver smarter, cleaner, and safer energy solutions worldwide, leveraging AI to optimize operations, reduce emissions, and enhance safety protocols.
The EPC contract for the Ruwais LNG project was awarded to a consortium led by Technip Energies, in partnership with JGC Corporation and NMDC Energy. This pivotal project includes the construction of two LNG liquefaction trains with a combined capacity of 9.6 million metric tons per annum (mmtpa), effectively doubling ADNOC’s existing UAE LNG production capacity to approximately 15 mmtpa and expanding its global LNG footprint. The facility will integrate cutting-edge AI technologies to enhance operational efficiency, minimize environmental impact, and ensure stringent safety standards.
Attending the meeting alongside His Highness were distinguished leaders including H.E. Dr. Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and ADNOC Managing Director and Group CEO; H.E. Suhail Mohamed Al Mazrouei, Minister for Energy and Infrastructure; H.E. Khaldoon Khalifa Al Mubarak, Managing Director and Group CEO of Mubadala Investment Company; and H.E. Jassem Mohammed Buatabah Al Zaabi, Chairman of the Abu Dhabi Department of Finance.
The discussions underscored ADNOC’s commitment to innovation, sustainability, and strategic growth in advancing the UAE’s energy leadership on the global stage.
