On Thursday, a total of 22 countries, including major European powers, the United Kingdom, Canada, Japan, and Australia, issued a strong joint statement criticizing Israel’s recent approval of a major settlement project in the West Bank. The statement called the approval “unacceptable” and stated that it violated international law.
The project involves the E1 area, a parcel of land roughly 12 square kilometers, or about five square miles, located just east of Jerusalem. Israeli authorities approved the plans for this settlement on Wednesday.

Foreign Ministers Demand Immediate Reversal
The foreign ministers of Australia, Belgium, Canada, Denmark, Estonia, Finland, France, Iceland, Ireland, Italy, Japan, Latvia, Lithuania, Luxembourg, the Netherlands, Norway, Portugal, Slovenia, Spain, Sweden, and the United Kingdom, along with the European Union’s top diplomat, released the statement.
They said, “The decision by the Israeli Higher Planning Committee to approve plans for settlement construction in the E1 area, East of Jerusalem, is unacceptable and a violation of international law. We condemn this decision and call for its immediate reversal in the strongest terms.”
Global Leaders Warn of Increased Tensions
According to the statement, this settlement plan does not bring any benefit to Israeli citizens. Instead, it risks increasing security threats, fueling violence, and creating instability in the region. The ministers warned that the decision takes everyone further away from achieving peace between Israel and Palestine.
They urged Israel to take urgent action to stop the E1 settlement plan from moving forward. The ministers added, “The government of Israel still has an opportunity to stop the E1 plan going any further. We encourage them to urgently retract this plan.”
Impact on a Two-State Solution
The international community believes that if Israel continues with the E1 settlement plans, it would severely damage the possibility of a two-state solution. The statement said that these plans would “flagrant[ly] breach international law” and could divide a future Palestinian state into two separate parts. Such a move could critically undermine peace efforts that have been ongoing for decades.
United Nations Security Council Resolution 2334
The statement also referenced the United Nations Security Council Resolution 2334, which calls for Israel to halt settlement construction in the occupied Palestinian territories. The ministers emphasized that Israel must stop settlement building in line with this resolution.
Additionally, they highlighted that Israel should remove financial restrictions imposed on the Palestinian Authority, which have affected the economic stability of Palestinians.
E1 Area: Why It Matters
The E1 area is considered strategic for both Israelis and Palestinians. Its development could directly impact the territorial continuity of a future Palestinian state. Many international experts and policymakers believe that building settlements in E1 could isolate East Jerusalem from the rest of the West Bank. This could make it nearly impossible to establish a viable and contiguous Palestinian state.
The approval of the E1 project has drawn attention not only from the countries mentioned in the statement but also from other nations and organizations involved in Middle East peace efforts. Many leaders see it as a significant challenge to the peace process.
Israel’s Perspective
While the international community has expressed strong concerns, Israeli officials argue that settlement building is necessary for the country’s security and for accommodating population growth. However, critics say that these settlements violate international agreements and the Geneva Conventions, which prohibit occupying powers from transferring their civilian population into occupied territories.
Regional and Global Reactions
The joint statement by the 22 countries is a reflection of growing international concern over Israel’s settlement policy. Experts warn that if Israel continues its settlement expansion, tensions in the region could increase further, potentially leading to more clashes and instability.
Countries like the United States and members of the European Union continue to advocate for a two-state solution. They believe that settlements like the one in E1 create obstacles to establishing peace and achieving a fair resolution between Israelis and Palestinians.
Urgency of Peace Efforts
The ministers emphasized that peace is in the interest of both Israelis and Palestinians. They highlighted that continuous settlement construction in areas like E1 undermines efforts to negotiate peace and makes it harder for both sides to reach a mutually acceptable solution.
They concluded their statement by stressing the importance of dialogue, cooperation, and adherence to international law as the only way to achieve lasting peace in the region.
The approval of the E1 settlement project by Israel has drawn widespread international criticism. With 22 countries urging immediate reversal and warning about the implications for peace, the situation remains tense. Observers say the coming weeks will be critical, as Israel decides whether to proceed with the project or heed the calls of the international community.
The E1 settlement issue highlights the broader conflict in the region and the challenges of achieving a two-state solution. Global leaders continue to monitor the situation closely, hoping for actions that prioritize peace, stability, and respect for international law.
