HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy (DSCE), led the 86th meeting of the Council, which took place at the Mandarin Oriental Jumeirah Hotel. The meeting was attended by HE Saeed Mohammed Al Tayer, Vice Chairman of the Council, and several key officials from various organizations in Dubai.
In attendance were HE Ahmed Buti Al Muhairbi, the Secretary General of the Council, and board members including HE Marwan bin Ghalita, Acting Director General of Dubai Municipality; HE Abdulla bin Kalban, Managing Director of Emirates Global Aluminium (EGA); HE Saif Humaid Al Falasi, CEO of Emirates National Oil Company (ENOC); Juan-Pablo Freile, General Manager of Dubai Petroleum; and Muna Alosaimi, CEO of the Strategy and Corporate Governance Sector at the Dubai Roads and Transport Authority (RTA).
The Council discussed various topics, including the progress made in carbon capture technologies. These technologies are essential for producing clean fuels like green hydrogen and green ammonia, which can be used in industrial operations across Dubai. The members also explored how these technologies align with the UAE’s Net Zero 2050 Strategy and the Dubai Carbon Abatement Strategy 2030, focusing on their technical and economic feasibility.

In addition to this, the Council addressed the performance of district cooling service providers in Dubai. They discussed ways to improve the efficiency of district cooling networks to support the city’s sustainable urban growth. The members also approved a new system and guidelines for retrofitting government buildings to increase energy efficiency, reduce water and electricity consumption, and ensure that all new government buildings follow the Al Sa’fat – Dubai Green Building System starting in 2026.
HE Saeed Mohammed Al Tayer highlighted that the efforts of the Council reflect the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. He emphasized that the Dubai Supreme Council of Energy is working hard to make Dubai a global example of sustainable development, high-quality infrastructure, and a high standard of living.
HE Ahmed Buti Al Muhairbi added that the Council, along with its members from leading Dubai-based organizations, has created an integrated model to keep up with the fast developments in energy, buildings, and infrastructure. This model supports the transition to a low-carbon economy.
