Dubai, a city known for its skyscrapers and modern lifestyle, is also doing something big under the sea. This is not a fantasy or science fiction—it’s a real-life project called Dubai Reef, one of the largest purpose-built reef developments in the world. The aim? To help marine life grow, stay safe, and flourish in Dubai’s waters.

What Is Dubai Reef and Why Is It Important?
Dubai Reef is a massive project launched in 2024 by Dubai Can, under the guidance of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai. The goal of this project is to protect and grow marine life in the waters around Dubai.
This reef is not natural but specially designed and built. It is called a “purpose-built reef,” and it has been created to help fish, corals, and other sea creatures find a safe place to live and grow. This is very important because marine life around the world is facing problems due to pollution, climate change, and overfishing.
First Signs of Success: Fish Are Coming Back
The project started with a proof-of-concept site—a testing area to see if the idea works. And the results are already exciting. Underwater videos from this site show something amazing—lots of fish swimming around the reef modules, using them as their new homes.
A recent survey found that fish populations from 15 native species—like snappers, groupers, and even barracudas—have increased in this area. There is also a 10% rise in marine biodiversity, which means there are now more types of living creatures in that part of the sea. Even more surprising, there is an eightfold (8 times) increase in fish biomass, which means not only are there more fish, but they are also growing bigger and stronger.
This clearly proves that Dubai Reef is doing what it was meant to do: bring marine life back to the sea.
The Three Pillars of Dubai Reef
The Dubai Reef project stands on three major goals, also called pillars:
1. Marine Habitat Restoration
This is the main focus of Dubai Reef. The idea is to build 20,000 reef modules and place them across 600 square kilometers of Dubai’s sea area. These modules are specially designed blocks placed underwater, and they act like artificial homes for fish and marine plants. By 2027, all these modules will be in place, offering safe and clean environments for underwater life to grow.
So far, 39% of these reef modules have already been made, and 3,660 modules have been deployed underwater. This number is increasing steadily as work continues.
2. Marine Life Rehabilitation
This part of the project focuses on helping injured or struggling marine animals recover and return to the wild. Sometimes fish and sea creatures are harmed due to pollution or fishing nets. This pillar of Dubai Reef provides them a chance to heal and return to nature.
3. Marine Conservation Research
Saving marine life is not a one-time job—it needs ongoing research. That’s why Dubai Reef is also helping scientists and researchers study marine life, ocean temperatures, and the effects of climate change. This research will help future generations protect our oceans better.
