Dubai Future Foundation (DFF) has announced that leading organizations Emirates Airline, Amazon, Careem, and GEMS Education are joining the Gig Economy Sandbox initiative. This collaboration aims to establish regulations that will foster the growth of the gig economy in Dubai.
The announcement was made during an event held at Emirates Towers, which was attended by various partners from Sandbox Dubai and officials from local regulatory bodies and government entities. Sandbox Dubai serves as an innovative platform designed to enhance Dubai's legislative and regulatory framework, ensuring it aligns with future needs. Through this initiative, both government and private sector entities come together to formulate regulations that enable businesses to harness emerging trends and technologies effectively.

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence, recently endorsed the Sandbox Dubai initiative as part of the Dubai Economic Agenda (D33). This initiative includes two distinct sandboxes: the Gig Economy Sandbox and the PropTech Sandbox.
Khalifa AlQama, Executive Director of Sandbox Dubai, highlighted the vital role private sector partners play in developing regulations, testing new ideas, and piloting projects. He emphasized the importance of these collaborations in making Dubai the most future-ready city globally. “The Sandbox Dubai team will work in partnership with public and private sector entities to explore future opportunities, establishing an ecosystem that allows everyone to contribute to shaping the future of Dubai's key sectors,” AlQama stated.
Industry Leaders Voice Support for the Initiative
Oliver Grohmann, Executive Vice President of Human Resources for Emirates Group, expressed the organization's commitment to the Gig Economy Sandbox, stating, “Emirates Group is pleased to support this key initiative, which aligns with D33's objectives to advance new sectors and develop a future-ready knowledge-based economy. We are excited about the possibilities this initiative will bring to foster innovation, enhance capacity, and expand Dubai's talent pool. We stand ready to support this sector's growth with our expertise.”
Ronaldo Mouchawar, Vice President of Amazon Middle East, Africa, and Turkey, shared his enthusiasm for the partnership, saying, "We are thrilled to collaborate with the Dubai Future Foundation on the Sandbox Dubai initiative to shape flexible working models and enhance Dubai’s digital economy. By leveraging Amazon’s global expertise and technology, we aim to pilot programs that create new opportunities for talent, boost economic productivity, and drive innovative solutions that elevate customer experience.”
Andro Valdes, VP of Operations at Careem Technologies, emphasized the importance of connecting the public and private sectors to adapt regulatory practices for emerging technologies. He remarked, “The gig economy is a crucial component of a strong economy, enhancing efficiency and creating flexible earning opportunities. We are excited to collaborate with Dubai Future Foundation and share insights from Careem’s evolution from a ride-hailing platform to the region's leading Everything App.”
Dino Varkey, Group CEO of GEMS Education, expressed pride in partnering with DFF on the sandbox initiative, noting, “This collaboration exemplifies Dubai's innovative approach to public-private sector partnerships, promoting economic growth through increased flexibility and opportunity while unlocking human capital in the emirate. At GEMS, we have a long-standing history of driving innovation in the education sector and attracting top educators worldwide. We fully align with this exciting initiative and look forward to contributing to its success.”
Goals of the Gig Economy Sandbox
The Gig Economy Sandbox is designed to create regulations that cater to sectors often reliant on seasonal workers, such as retail, hospitality, tourism, aviation, education, transport, and logistics. By addressing these sectors' needs, the initiative aims to foster growth while enhancing the competitiveness and future readiness of Dubai's labor market.
Furthermore, the Gig Economy Sandbox is expected to contribute to sustainable economic growth in Dubai and the wider UAE, helping to reduce overhead costs for businesses while promoting greater flexibility for workers. With the global economy witnessing a substantial rise in demand for seasonal employment, both companies and freelancers stand to benefit significantly from this initiative.
