Dubai Financial Market, Shenzhen Exchange Sign MoU to Boost Cross-Border Financial Ties

Dubai Financial Market (DFM) and Shenzhen Stock Exchange (SZSE) have officially signed a Memorandum of Understanding (MoU) to enhance cross-border financial collaboration and investment opportunities. The MoU, signed by Chen Feng, Director of International Cooperation Department at SZSE, and Afra Al Suwaidi, CEO of Dubai Central Securities Depository (a DFM subsidiary), signifies a deepened partnership between the UAE and China.

The signing ceremony, held in Dubai, was attended by key figures including H.E. Sha Yan, Chairperson of SZSE; H.E. Ou Boqian, Consul General of the People's Republic of China in Dubai; and Hamed Ali, CEO of DFM and Nasdaq Dubai. This strategic agreement aims to promote joint initiatives such as roadshows, seminars, research projects, and training programs designed to advance capital markets in both regions and facilitate cross-border financing.

Under this MoU, both exchanges will explore opportunities for dual-listing, exchange-traded funds (ETFs), mutual index displays, and fixed-income products, pending regulatory approvals. These initiatives are intended to offer enhanced market access and foster greater transparency and efficiency in secondary market activities.

The partnership is expected to drive collaboration in several key areas, including market and product development, regulatory practices, ESG (Environmental, Social, and Governance) standards, and IT infrastructure. This strategic alliance is seen as a significant step toward strengthening the capital markets' roles in supporting the real economies of both China and the UAE.

Chen Feng of SZSE highlighted that this MoU represents a pivotal moment for expanding high-standard two-way engagement. It will enable richer cross-border investment and financing channels, deepening cooperation between the two markets and enhancing their capability to serve broader economic needs.

Hamed Ali, CEO of DFM and Nasdaq Dubai, emphasized the importance of this MoU, stating, “This agreement is a major milestone in fortifying our cross-border relationships, unlocking global investment opportunities, and boosting market accessibility. By combining our strengths, we are not only enhancing our financial ecosystems but also creating new growth and innovation opportunities for investors and stakeholders.”

Following the MoU signing, Nasdaq Dubai hosted a private event featuring panel discussions with industry experts. These sessions focused on the evolving dynamics between Dubai and China’s capital markets, strategic cooperation, and future prospects, alongside insights into the latest developments in China’s capital market regulations.
