The Dubai Civil Aviation Authority (DCAA) has signed a Memorandum of Understanding (MOU) with the Ports, Customs, and Free Zone Corporation (PCFC) to improve collaboration and enhance the performance of Dubai's civil aviation sector. This partnership is part of the UAE's plan to build advanced infrastructure and a sustainable aviation industry.

The MOU was signed by His Excellencies Mohammed Abdulla Lengawi, Director General of DCAA, and Nasser Al Neyadi, CEO of PCFC, with key officials from both organizations present. The agreement aims to set up a clear framework to coordinate efforts in areas like drone operations, heliport landing fields, data exchange, and system integration.
H.E. Mohammed Abdulla Lengawi emphasized the DCAA's commitment to improving aviation safety and security. He said, “This partnership with PCFC is an important step in strengthening Dubai’s aviation infrastructure and encouraging innovation and sustainability in this growing industry. By working together, we can improve operational efficiency, especially in areas like drones and heliport landing fields, and ensure they meet the highest global standards.”
Lengawi also mentioned that the goal is to maintain a safe and sustainable environment that supports Dubai’s rapidly growing aviation sector and helps the city stay a leader in global aviation.
H.E. Nasser Al Neyadi, CEO of PCFC, also shared his thoughts on the MOU, calling it a model of cooperation between organizations. He said, "This agreement improves our operational capabilities and the level of services we provide. By partnering with DCAA, we’re taking a major step toward developing the infrastructure for aviation and transportation. This reflects Dubai’s vision of becoming a global hub for innovation and sustainability, strengthening its role as a global leader in aviation and logistics.”
A key part of the MOU is the regulation of drone operations. The DCAA will guide PCFC on how to use drones in its operations and define areas where drone use is allowed. The DCAA will also provide the necessary permits for drone operations. The agreement also covers the certification of heliport landing fields owned by PCFC. The DCAA will handle approvals and safety inspections, while the PCFC will ensure the facilities are ready for approval.
In terms of technology, the MOU focuses on improving technical collaboration. Both organizations will work together to ensure secure and efficient data exchange and integration. They have also agreed to work on joint plans to tackle any technical challenges and make sure services continue smoothly.
This Memorandum of Understanding is a big step forward for government collaboration and service integration. It aims to make Dubai's civil aviation sector more competitive and supports the UAE's vision of building a strong and sustainable aviation industry for the future.
