China has unveiled a major new plan to accelerate the development and widespread use of Artificial Intelligence (AI), aiming to integrate this technology across nearly every sector of society and the economy within the next decade. The new guideline, often referred to as the “AI Plus Initiative,” lays out step-by-step goals for 2027 and 2030, creating a roadmap that could reshape the way people live, work, and interact with technology.
China’s 2027 Goals: Building a Smart Foundation
By the year 2027, China wants AI technology to be more than just an advanced tool used by researchers and businesses—it wants AI to become a daily necessity for ordinary people. The plan identifies six main areas where AI will be deeply integrated:
1. Science and Technology: AI will speed up scientific discoveries, new inventions, and advanced research. For example, it can help scientists test medicines faster or discover new materials for industries.
2. Industry: Factories, logistics, energy systems, and businesses will be transformed by intelligent automation. This means machines and software will not just follow instructions but make decisions to improve efficiency.
3. Consumption and Lifestyle: Everyday activities like shopping, online services, travel, and entertainment will include more AI-driven features. From personalized shopping experiences to smart recommendations in streaming platforms, consumers will notice AI in their daily choices.
4. People’s Wellbeing: AI will support better healthcare, advanced online learning, and more efficient social services. For instance, AI doctors and diagnostic tools could reduce waiting times in hospitals and improve early disease detection.
5. Governance: Local and national governments will use AI to manage traffic, city planning, emergency response, and community services more effectively. Imagine AI-powered systems that predict floods or organize rescue missions in seconds.
6. Global Cooperation: China wants AI to be shared as a public good, meaning it should benefit all of humanity. It is seeking to partner with other nations, universities, and companies to ensure that AI grows in a way that is fair, open, and trustworthy.
By 2027, the government expects over 70% of next-generation intelligent devices—like smart home systems, wearable gadgets, and advanced terminals—to be widely used across the country. The smart economy, powered by AI, is expected to record significant growth, creating new industries and boosting productivity in traditional ones.
2030 Vision: AI as a Driver of National Growth
Looking further ahead, the plan sets even bolder goals for 2030. By this time, China aims for AI to become the main engine behind its high-quality development. This means:
* More than 90% of devices and applications will rely on AI. Everyday tools—from household appliances to mobile phones—will have intelligent features.
* The smart economy will dominate. AI will not just support industries but become the core driver of economic expansion, contributing massively to GDP.
* Technology will be accessible to everyone. The plan emphasizes that AI’s benefits should be shared equally so that it helps not only businesses but also students, farmers, workers, and communities.
In simple words, China wants AI to power its future economy just like electricity and the internet powered past revolutions.

Building an Open and Trusted AI Ecosystem
A key part of this strategy is global collaboration. The guideline highlights the importance of creating an open AI ecosystem based on values like trust, equality, diversity, and shared success.
This approach suggests that China does not only want to lead AI within its borders but also play a central role in shaping international AI rules, ethics, and cooperation. For example, China may work with global organizations to set safety standards for AI or share AI-driven solutions for climate change, agriculture, or healthcare.
Why This Plan Matters
This roadmap is significant for several reasons:
* Clear Targets: Unlike many countries that only discuss AI in broad terms, China has set specific deadlines and percentages—70% adoption by 2027 and 90% by 2030.
* Economic Strategy: AI is not seen only as technology but as a way to ensure long-term economic stability and growth.
* Global Influence: By promoting AI as a global good, China is positioning itself as a leader in international AI governance.
* Social Transformation: The focus on people’s wellbeing means that AI will touch not just industries but also schools, hospitals, and communities.
The Bigger Picture
China’s “AI Plus Initiative” shows how the country is planning for the future. If successful, this plan will make AI part of nearly every decision—from how cities are built to how businesses compete globally.
It also means that by 2030, the world may see a new AI-powered China that not only uses this technology to strengthen its economy but also plays a decisive role in setting how the rest of the world adopts and regulates AI.
This is not just a technology plan—it is a vision of a smarter society where AI shapes the economy, improves lives, and strengthens global partnerships.
