China has unveiled a major new plan to accelerate the development and widespread use of Artificial Intelligence (AI), aiming to integrate this technology across nearly every sector of society and the economy within the next decade. The new guideline, often referred to as the “AI Plus Initiative,” lays out step-by-step goals for 2027 and 2030, creating a roadmap that could reshape the way people live, work, and interact with technology.

China’s 2027 Goals: Building a Smart Foundation

By the year 2027, China wants AI technology to be more than just an advanced tool used by researchers and businesses—it wants AI to become a daily necessity for ordinary people. The plan identifies six main areas where AI will be deeply integrated:

4. People’s Wellbeing: AI will support better healthcare, advanced online learning, and more efficient social services. For instance, AI doctors and diagnostic tools could reduce waiting times in hospitals and improve early disease detection.

5. Governance: Local and national governments will use AI to manage traffic, city planning, emergency response, and community services more effectively. Imagine AI-powered systems that predict floods or organize rescue missions in seconds.

6. Global Cooperation: China wants AI to be shared as a public good, meaning it should benefit all of humanity. It is seeking to partner with other nations, universities, and companies to ensure that AI grows in a way that is fair, open, and trustworthy.

By 2027, the government expects over 70% of next-generation intelligent devices—like smart home systems, wearable gadgets, and advanced terminals—to be widely used across the country. The smart economy, powered by AI, is expected to record significant growth, creating new industries and boosting productivity in traditional ones.

2030 Vision: AI as a Driver of National Growth

Looking further ahead, the plan sets even bolder goals for 2030. By this time, China aims for AI to become the main engine behind its high-quality development. This means:

* More than 90% of devices and applications will rely on AI. Everyday tools—from household appliances to mobile phones—will have intelligent features.

* The smart economy will dominate. AI will not just support industries but become the core driver of economic expansion, contributing massively to GDP.

* Technology will be accessible to everyone. The plan emphasizes that AI’s benefits should be shared equally so that it helps not only businesses but also students, farmers, workers, and communities.
