The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has officially launched its Event Licensing Manual, a comprehensive guide aimed at streamlining and standardizing the event licensing process across the emirate. This initiative is designed to bolster the growth of Abu Dhabi's events sector by providing clear guidelines for obtaining and managing event licenses.
Accessible online, the Event Licensing Manual serves as an extensive resource detailing the Abu Dhabi Events Licensing System (ELS). It outlines the procedures and requirements necessary for various types of events, including business gatherings, cultural celebrations, sports events, religious functions, and leisure and entertainment activities.

The manual thoroughly explains the event licensing process, specifying what is needed to secure and manage licenses. It categorizes different types of licenses and permits, including those required for large-scale events featuring multiple performers. In addition, the guide provides essential information on regulatory requirements, application procedures, and best practices to facilitate efficient and successful event planning and execution in Abu Dhabi.
Furthermore, the manual addresses critical aspects such as health and safety standards, sustainability practices, promotion guidelines, and cultural sensitivity. These elements ensure that events align with Abu Dhabi's strategic objectives and uphold the values of the UAE.
His Excellency Saleh Al Geziry, Director General for Tourism at DCT Abu Dhabi, expressed enthusiasm about the manual's impact. He stated, “The Event Licensing Manual sets a strong, supportive foundation for our stakeholders as it provides clear and comprehensive guidelines that will help our partners deliver events that meet the highest standards of regulatory compliance and contribute to Abu Dhabi’s growth as a premier destination for events.”
The events industry plays a vital role in Abu Dhabi’s economic and cultural development, attracting visitors, business professionals, investors, and partners to a wide variety of events that garner both local and international attention.
By introducing the Event Licensing Manual, DCT Abu Dhabi aims to enhance the quality and efficiency of event planning and execution, ensure adherence to regulatory requirements, and elevate the sector's global competitiveness. This move aligns with Abu Dhabi's Tourism Strategy 2030, which aims for sustainable tourism growth by targeting an increase in annual visitor numbers from nearly 24 million in 2023 to 39.3 million by 2030.
