Abu Dhabi has launched the Abu Dhabi Registration and Licensing Authority (ADRA) to improve and regulate business activities across the emirate. This new entity is designed to help manage business registrations and licensing processes more efficiently.
The decision to create ADRA was made by the Abu Dhabi Executive Council, which wanted to set up an authority to oversee business registration in both the emirate’s mainland and non-financial economic free zones. ADRA will also work closely with other related authorities to make the licensing process smoother.
One of the main tasks of ADRA will be ensuring that businesses follow all laws and rules in the emirate, including regulations on anti-money laundering (AML), preventing the funding of suspicious activities, and addressing illegal organizations.

ADRA will also create a single database that will gather information about businesses across both the mainland and the non-financial free zones. This will make it easier to manage the commercial registry, improve business licensing procedures, and ensure that companies are following all the necessary laws.
The new authority aims to make starting and running a business in Abu Dhabi simpler. It will help encourage investment and support the growth of businesses by offering new types of licenses, which will attract investors, entrepreneurs, and talent to the emirate.
His Excellency Ahmed Jasim Al Zaabi, Chairman of the Abu Dhabi Department of Economic Development (ADDED), said, "ADRA is an important step in Abu Dhabi’s economic growth. As part of ADDED, ADRA will help speed up the emirate’s progress by making processes easier, offering expert support, and connecting businesses to a thriving community."
