Vietnam Accelerates Public Investment Spending

In a bid to stimulate economic growth, Vietnam has issued robust orders for a faster allocation and disbursement of public investment funds in 2026. This initiative follows directives from Deputy Prime Minister Nguyen Van Thang.

Data from the government reveals that by March 31, 2026, merely 11% of the intended public investment capital has seen disbursement. While this figure shows a minor increase compared to the previous year, various ministries, central authorities, and local governments are still trailing in allocation and expenditure.

Key factors contributing to this delay have been identified, such as inadequate administrative enforcement, insufficient leadership initiative, and holdups in project groundwork. In numerous instances, although funding is available, projects remain unprepared due to incomplete planning or legal formalities.

To tackle these challenges, the government has mandated that all relevant agencies devise thorough disbursement projections for each project, segmented by weeks, months, quarters, and years. This measure is designed to enhance oversight, boost accountability, and facilitate quicker execution.

Specific responsibilities for each project have been allocated to officials to foster accountability. The government has reiterated that the swift disbursement of public funds is a political imperative and a critical metric for assessing the performance of various institutions.

Furthermore, authorities have been instructed to redirect funds from slow-moving projects to those demonstrating better traction and higher demand. Projects that fail to utilize their allocated funds must report immediately, adhering to stringent compliance deadlines.

The emphasis is also on enhancing project quality, enforcing rigorous discipline, and incentivizing effective performance. Concurrently, strict measures will be enforced against delays, inefficiencies, or corruption, which may include the replacement of underperforming officials to guarantee the successful execution of investment strategies.
