The United States, Britain, and the European Union are poised to sign the first legally binding international treaty on artificial intelligence (AI) on Thursday, The treaty, known as the Council of Europe's Convention on AI, represents a significant step in global AI regulation.

The convention, which has been in development for over two years, was drafted by more than 50 countries, including Canada, Israel, Japan, and Australia. It addresses crucial issues related to human rights, democracy, and the rule of law in the context of AI technologies.
A senior Biden administration official emphasized the U.S. commitment to ensuring that AI technologies uphold human rights and democratic values. The official also highlighted the importance of the Council of Europe's role in this regulatory framework.
Britain's Technology Minister, Peter Kyle, described the treaty as the "first agreement with real teeth globally," noting its ability to unite a diverse group of nations on AI standards.
The Council of Europe's framework convention was drafted by the Committee on Artificial Intelligence (CAI) and finalized in March. It was adopted by the Committee of Ministers of the Council of Europe on May 17. The treaty will be officially opened for signature in Vilnius on September 5.
