The United States confirmed on November 22 that its 28-point peace proposal for Ukraine is official U.S. policy, despite claims from some U.S. senators who said the plan resembles a Russian "wish list." The proposal, which has sparked debate and controversy, was shared ahead of planned negotiations in Switzerland.
The peace plan aims to offer a framework for ongoing talks to end the conflict between Ukraine and Russia. It includes points that involve territorial concessions to Russia, which has raised concerns among lawmakers and international observers. The plan was developed with input from both Russian and Ukrainian sides, according to U.S. Secretary of State Marco Rubio.
However, a group of U.S. senators, including Republican Mike Rounds, Independent Angus King, and Democrat Jeanne Shaheen, held a press conference expressing doubts about the plan. They said Secretary Rubio told them the document was not the official U.S. position but rather reflected demands from Russia. They criticized the proposal for being too favorable to Moscow and warned that it should not reward Russia for its invasion.
Senator Rounds said the plan "didn't look like something that would come out of our government" and seemed to be written with Russian interests in mind. Senator King emphasized the importance of a fair peace that respects Ukraine's sovereignty and security.
The U.S. State Department, through spokesman Tommy Pigott, denied the senators' claims, calling them "blatantly false." The department confirmed that the proposal was authored by the United States and included input from both Ukraine and Russia. Rubio himself stated on social media that the plan is a "strong framework for ongoing negotiations."
The peace plan is a key part of U.S. efforts, supported by former President Donald Trump, to bring an end to the war in Ukraine. The upcoming talks in Switzerland are seen as a crucial moment for progress in the peace process.
Overall, the disagreement between U.S. officials and senators highlights the complexities and sensitivities surrounding efforts to resolve the Ukraine conflict. While the U.S. government insists the plan is balanced, some lawmakers remain skeptical about its fairness and the potential consequences for Ukraine's future.
