In a major diplomatic push, the United States and Ukraine announced a revised peace framework on Sunday aimed at ending the nearly four-year conflict with Russia. The updated plan follows high-level discussions in Geneva, responding to concerns that the previous proposal, supported by former President Donald Trump, disproportionately favored Moscow.
Optimism Amid Delicate Talks
US Secretary of State Marco Rubio described the Geneva talks as “very worthwhile,” calling them possibly the most productive negotiations with Ukraine since Trump returned to office. Rubio expressed cautious optimism, saying, “I feel very optimistic that we can get something done.” Despite this, officials refrained from sharing specific details of the revised framework.
Rubio emphasized that meeting previous deadlines set by Trump was secondary to halting hostilities quickly. Negotiations are expected to continue beyond the initial timeline, reflecting the sensitive nature of the discussions.
Key Changes in the Revised Plan
The updated blueprint strengthens Ukraine’s security guarantees while also considering Kyiv’s national interests. European officials involved in the talks proposed modifications to the original US plan, allowing Ukraine to maintain a larger military than initially suggested and initiating discussions on territorial negotiations from current frontlines rather than pre-determined assumptions.
The original US 28-point proposal had raised concerns in Kyiv and European capitals. It accommodated several Russian demands, including territorial concessions, which Zelenskyy has consistently rejected. The revisions aim to address these points while narrowing unresolved issues from earlier drafts.
Balancing Sovereignty and Support
Ukraine’s leadership continues to navigate a delicate balance between preserving its sovereign rights and maintaining crucial support from the United States and European allies. With several high-stakes questions still unresolved—particularly regarding NATO’s role and long-term security guarantees—the revised plan seeks to offer a more balanced approach that can gain broader acceptance.
The framework marks a significant step in international efforts to end the prolonged war, though experts note that careful diplomacy and ongoing dialogue will be critical for turning this blueprint into lasting peace.
