Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, President of the UAE National Olympic Committee, led the UAE team at the 37th meeting of the Presidents of the Olympic Committees of the Gulf Cooperation Council (GCC) countries, which was held in Kuwait.
The UAE delegation also included Dr. Ahmad Belhoul Al Falasi, Minister of Sports and Vice President of the National Olympic Committee, Dr. Matar Hamed Al Neyadi, the UAE Ambassador to Kuwait, Faris Mohammed Al Mutawa, Secretary General of the National Olympic Committee, and Noura Hassan Al Jasmi, a Board Member of the Committee.
During the meeting, the UAE’s proposal to host the first-ever Sports Law and Management Conference in 2026 was approved. The conference will cover topics such as the Olympic Charter, sports management in the digital era, legal issues in Olympic sports, sports dispute resolution, and investment governance in sports. The UAE National Olympic Committee has developed these themes to advance the management and governance of sports.

The meeting also decided to encourage other GCC countries to participate actively in the conference by submitting research papers and case studies. There will be a focus on legal and administrative practices from across the region. Discussions also covered funding strategies to ensure the conference is globally recognized, with collaboration from both private companies and government organizations. Advanced technologies such as live streaming and digital platforms will also be used to increase engagement.
The meeting also discussed the UAE’s future leadership role as Presiding Country for the upcoming term. The UAE, as the next Presiding Country, will coordinate with the Gulf Cooperation Council (GCC) to finalize the date and location for the 38th meeting of the GCC NOC Presidents. Before the meeting, a preparatory session will take place with The Executive Office.
As part of the meeting, The Executive Office was tasked with reviewing the final report of the 3rd GCC Beach Games, which was hosted by Oman. The report will look at the technical and organizational aspects of the games and offer recommendations for improvements.
Women's Sports in the GCC
The meeting also approved Qatar as the host for the 4th GCC Sports Games in 2026. There was strong emphasis on providing technical and logistical support to Qatar and promoting women's participation in sports, aligning with the values of inclusivity and equality. In addition, Kuwait’s request to host the 2nd GCC Youth Games in 2028 was also approved. The importance of following age-related regulations was emphasized to ensure fairness. Educational and cultural programs will also be included in the games to inspire sportsmanship among youth, especially for women.
Looking ahead, the Planning, Coordination, and Follow-up Committee was given the task of preparing for multi-sport events from 2029 to 2032, ensuring that the events align with international and regional sports calendars.
The meeting also reviewed ways to improve the Unified Digital Platform for Gulf Women’s Sports. This platform aims to promote sports tourism and enhance engagement among the GCC countries. The member states will support the platform by providing data about sports facilities and tourism landmarks, further strengthening the platform’s objectives.
A new initiative called the Gulf Women's Sports Hackathon was also approved. The hackathon will be organized as an annual or periodic event and will encourage participants from across the GCC to come up with innovative ideas for the sports sector. Support will be provided to participants in the form of training, workshops, and expert guidance. Winning projects will be implemented within the GCC, and the results of the hackathon will be shared digitally for greater visibility.
At the end of the meeting, His Highness Sheikh Mansoor attended a cultural event at the Sheikh Jaber Al Ahmad Cultural Centre, celebrating Kuwaiti traditions.
