The UAE’s General Civil Aviation Authority (GCAA) has created the world’s first set of rules for hybrid flying operations. This means that electric flying vehicles, called eVTOLs, and regular helicopters can now use the same take-off and landing pads.
These new rules are a big step forward for air travel. They will help mix advanced air mobility (AAM) with today’s aviation systems easily. The plan is also cheaper because it uses the same landing areas for both types of aircraft. This makes it faster to start using these new flying vehicles and follows the UAE government’s idea of having quick and simple solutions for all sectors.

Saif Mohammed Al Suwaidi, who is the Director-General of GCAA, said that the UAE always leads in aviation. He shared that these rules are not just for new technology but will change how aviation grows in the future. They show how the UAE wants to build a system that supports new flying technology and a future where these advanced air vehicles work smoothly with normal flights.
The framework was made after working closely with partners worldwide in the advanced air mobility sector. It matches the UAE’s national goals of sustainability, smart transport, and making the best use of infrastructure.
With these new rules, helicopter pads can now also be used by electric vertical take-off and landing aircraft. This will speed up the time needed to start these services and make better use of the existing landing areas. It also shows that the UAE is leading the way in supporting the future of air travel.
Aqeel Al Zarouni, the Assistant Director-General for Aviation Safety Affairs at GCAA, said this plan will not just help new transport methods but will also create a smarter and more flexible system of rules. It will keep up with new technologies while ensuring all safety standards are followed.
