His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Ruler of Dubai, Vice President, and Prime Minister of the UAE, has signed a new law — Decree No. (24) of 2025 — to form a new board for the Dubai Media Council.
The Council will now be led by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the Second Deputy Ruler of Dubai. Mona Ghanem Al Marri has been named as the Vice Chairperson and Managing Director, while Nehal Badri will take the role of Secretary General.

This new formation came into effect on 15 April 2025 and will be printed in the Official Gazette.
The updated Council has been formed under the new rules from Law No. (29) of 2024, which gives the Council more powers and a wider role. The goal is to help Dubai’s media sector move faster, work smarter, and stay ahead of global changes, while reaching the highest level of global quality and standards.

The changes are also in line with Decree No. (67) of 2024, which moves the Dubai Film and TV Commission from the Dubai Development Authority to now work under the Media Council.
In a major step forward, the Decree also confirms the launch of a new group called the Dubai Films and Games Commission, set up by Sheikh Ahmed bin Mohammed. This new body will take over the work previously done by the Film and TV Commission. It will now focus on growing Dubai’s movie and video game sectors — two key parts of the new digital world and knowledge-based economy.
This move shows Dubai’s deep commitment to building strong creative industries, with big hopes for both local and global success.
