His Highness Sheikh Mohammed bin Rashid Al Maktoum, who is the Ruler of Dubai as well as the Vice President and Prime Minister of the United Arab Emirates, has issued a new Decree – Decree No. (21) of 2025. This Decree announces the formation of the Board of the Dubai Ports and Borders Security Council.
The Board will be led by His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, who has been appointed as the Chairman of the Council.
Lieutenant General Mohammed Ahmed Al Marri has been named as the Vice Chairman of the Board. Along with him, Ahmed Mohammed bin Thani has also been appointed as a member.

The Board will also include members from several important government departments and organisations. These are:
The Secretary-General of the Dubai Ports and Borders Security Council will also be part of the Board.
Each of these government departments will choose one representative to be on the Board. These representatives will be selected by the heads of their own organisations.
This Decree is now active and has come into effect from the day it was signed. It will also be published in the Official Gazette as part of the formal legal process.
