According to Tatyana Moskalkova, Russia's human rights commissioner, approximately 30,415 individuals, including nearly 8,000 children, have been evacuated from areas bordering Ukraine due to ongoing shelling and attacks. The evacuees have been relocated to nearly 1,000 temporary accommodation centers throughout Russia.
Since the Russian invasion of Ukraine began in February 2022, Ukraine has retaliated against Russian border regions with shelling and various attacks, which the Ukrainian military states are aimed at infrastructure vital to Moscow's military efforts. In August, Ukrainian forces executed an incursion into the Kursk region, seizing control of numerous settlements and maintaining their positions there since that time.

Moskalkova revealed that she had received appeals concerning over 1,000 Russian citizens from Kursk whose current whereabouts are unknown; these individuals are believed to have been taken by Ukrainian forces. Both Russia and Ukraine have denied targeting or imprisoning civilians, yet thousands of lives have been lost in the conflict, with the majority being Ukrainians.
Additionally, Moskalkova mentioned her visits to more than 2,000 Ukrainian prisoners of war currently held in Russia, stating that her Ukrainian counterpart has conducted similar visits to Russian prisoners. This exchange of information underscores the ongoing complexities of the humanitarian situation arising from the protracted conflict.
