The National Security Council made this assertion, stating that these harmful activities have persisted since last year.

The alleged incidents took place near Second Thomas Shoal in the Spratly Islands—an area known for its strategic importance and rich natural resources, situated along critical global shipping routes. This location has been a flashpoint in the ongoing territorial disputes between the Philippines and China.
