A recent encounter between Prime Minister Narendra Modi and Russian President Vladimir Putin has sparked a noteworthy debate in the United States. A photograph capturing the two leaders in a car during Putin's visit to India has made its way to US Congress, where it’s being viewed as a significant indicator of the shifting dynamics in India-US relations.
During a session of the House Foreign Affairs Subcommittee on South and Central Asia, Democratic Ranking Member Sydney Kamlager-Dove presented the image of PM Modi and Putin in the car, asserting that it was the United States, and not India, that bore responsibility for weakening this vital partnership. She pointed to President Donald Trump's rising tariffs and divisive tactics as factors driving India closer to Russia.
Kamlager-Dove expressed concern that Washington’s coercive measures were damaging years of established strategic trust. Criticizing Trump’s policies, she remarked that they were akin to “cutting off our nose to spite our face,” and warned that the friction in US-India relations could have long-term repercussions. She referred to the poster-sized image as “worth a thousand words,” indicating how US pressure might be nudging India towards forming ties with other global powers.
The discussions underscored rising concerns regarding Trump’s policies impacting India, including the 25 percent “Liberation Day tariff” and a similar levy on Indian imports of Russian oil. Together, these tariffs create a tax burden nearing 50 percent on Indian products, which surprisingly exceeds that of China's tariff rate. Lawmakers described this approach as self-defeating, warning it could jeopardize one of America’s key alliances.
Additionally, Democrats raised alarms over the substantial rise in H-1B visa fees. A new fee of $100,000 was viewed as a blow to Indian professionals, who constitute almost 70 percent of H-1B permit holders in the United States, impacting the strong cultural and economic ties between the two nations.
Experts at the hearing discussed the wider geopolitical ramifications, emphasizing how the burgeoning India-Russia relationship, illustrated by PM Modi’s personal reception of Putin and their shared car ride, signifies potential shifts in global alignments if trust deteriorates between Washington and New Delhi. They observed that the India-US partnership had long been a “low-cost, high-benefit” deal for Washington, particularly in counterbalancing China and fortifying global supply chains.
During Putin’s recent two-day visit, PM Modi personally greeted him upon arrival and they traveled together to the Prime Minister’s residence at Lok Kalyan Marg. This gesture illustrated their strong personal connection, likened to a previous car ride during the Shanghai Cooperative Organisation Summit in China in a Russian-made Aurus vehicle. Such instances highlight the enduring bond between India and Russia, even as the international political landscape shifts.
Lawmakers and analysts concurred that rising tensions and tariffs become the most politically sensitive topics in the India-US relationship. They warned that prolonging this trend might overshadow critical long-term goals including technological advancements, defense collaborations, and regional stability.
As discussions persist in Washington, a prevailing message from the hearing emerged: without adjusting its strategies, the US risks alienating one of its essential strategic allies. For many lawmakers, the imagery of PM Modi and Vladimir Putin together symbolizes the potential fallout if US-India relations were to further deteriorate.
